About The Position

Payments Canada is seeking a Payment Analyst to join the High Value Payment Systems Operations team. This team is responsible for ensuring the operational excellence of Canada’s clearing and settlement infrastructure. The role involves providing business expertise, interfacing with member institutions, and developing/maintaining business processes, rules, and standards. The team also plays a crucial role in planning the future of high-value payments in Canada. The Payment Analyst will contribute to research, analysis, reporting, and project coordination, acting as a subject matter expert and a liaison between various stakeholders.

Requirements

  • Post-secondary education in a relevant area.
  • Minimum of three (3) years of progressive experience in a business administration, economics, or policy-related position.
  • Experience in establishing and maintaining effective relationships with internal and external stakeholders.
  • Experience in or understanding of project management principles.
  • Ability to work outside of regular working hours based on operational requirements.
  • Ability to participate in an on-call rotation.
  • Eligibility to obtain and maintain a Government of Canada Reliability Status Clearance.
  • Ability to successfully complete enhanced background checks.

Responsibilities

  • Perform in-depth research and analysis to provide advice and recommendations to Payment Systems Management.
  • Act as a business interface between Payment Systems Management, financial institutions, and external stakeholders, identifying issues, questioning implications, and analyzing resolutions.
  • Conduct research to respond to public inquiries about payments and Payments Canada rules and standards.
  • Contribute to the continuous improvement of the High Value Payment Systems Operations team by identifying, documenting, and sharing process improvement opportunities.
  • Execute operations, monitoring, and oversight of Lynx system business processes and activities.
  • Assist with the delivery of the Quarterly Operational Health report and other related reports, including innovating and improving reporting depth and quality for various audiences.
  • Interface with and provide timely, accurate information to corporate reporting teams (e.g., risk and security, compliance, research).
  • Assist with key reporting activities, including the annual tiered participation reporting.
  • Develop a strong understanding of Payments Canada payment systems and functions, including interactions with other FMIs and participant systems.
  • Share subject matter expertise internally to ensure adequate cross-training for critical functions.
  • Coordinate work related to Payments Canada task forces, working groups, or committees, including acting as Secretary or Chair, coordinating meetings, preparing reports and minutes, and undertaking research and analysis.
  • Represent the team on internal and external committees, acting as a liaison between members/other Payments Canada divisions and the High Value Payments Systems Operations team.
  • Collaborate on project teams to support the coordination and execution of operational projects and annual initiatives.
  • Spend a minimum of 5 to 10 days annually on professional development to maintain required skills.
