About The Position

Connect for Health Colorado is seeking a Partner Programs Senior Strategist to join their team. This role focuses on the end-to-end success of partner programs, bridging high-level strategy with day-to-day execution to bring health coverage to Coloradans. The position involves designing and implementing programs to meet federal requirements and operational needs, aligning with the organization's long-term goals. The ideal candidate will have experience with State-based Marketplace consumer assistance, health insurance sales channels, and community-based program grants.

Requirements

  • Colorado resident.
  • A track record of designing and scaling community-based programs in a fast-paced environment with continual changes.
  • Demonstrated ability to build and manage metrics, measurable goals, and benchmarks.
  • Experience allocating budgets and regulated funding streams.
  • Experience negotiating budgets and deliverables with external parties, fostering a collaborative, successful partnership.
  • 6+ years of experience acting as an external representative for an organization and delivering presentations.
  • Proven track record of successful business relationships in diverse political and industry sectors.
  • 6+ years of experience working with the Affordable Care Act, State-based Marketplaces, health insurance sales channels, and/or community-based organizations.
  • Demonstrated success in threading the needle between high-level policy and operational realities.
  • Experience identifying opportunities for process improvements and contributing to a collaborative solution.
  • Ability to provide hands-on technical support and coaching, helping internal and external stakeholders navigate platforms, workflows, and process implementation.
  • Experience navigating organizational shifts and calibrating programs to meet evolving needs without losing momentum.
  • A reputation for being accessible and collaborative with the ability to prioritize time and effort across several lenses of operations, as well as quantify pros and cons of investing in solutions.

  • Bilingual skills (Spanish language) are strongly preferred but not required.

Responsibilities

  • Plan, implement, and oversee the full cycle of partner programs, from initial goal setting to application development to contracting and final reporting.
  • Collaborate with internal and external stakeholders to develop goals and metrics for formal partnerships.
  • Document funding and application process.
  • Use software to create, manage, and report partner tasks and outcomes.
  • Use signals from leadership, regulatory agencies, team members, and stakeholders to initiate and calibrate program elements to ensure they directly contribute to overarching organizational goals while remaining grounded in operational reality.
  • Design and implement standardized workflows for administration and for partner contributions.
  • Ensure programs are transparent and efficiently administered.
  • Collaborate with internal teams to train on processes and optimize workflows.
  • Establish clear and measurable programs and partner goals to drive internal and external accountability.
  • Analyze programs results to assess progress, identify barriers, and share findings with key stakeholders.
  • Proactively identify and bridge gaps between current workflows, partner knowledge and goals, and intended organizational outcomes.
  • Oversee the award and reporting processes to ensure compliance and impact tracking.
  • Represent the organization externally, acting as a subject matter expert and an "approachable" point of contact for partners.
  • Collaborate with other funders and state-based marketplaces to catalog emerging practices.
  • Share learning with internal teams.
  • Provide technical support to partners to facilitate smooth program implementation.
  • Design collaborative solutions to program barriers.
  • Scout the internal and external landscape for opportunities that optimize program results.
  • Collaborate with internal teams for discovery of possible enhancements.
  • Engage with internal departments to align program goals with broader operational capabilities.
  • Initiate and manage workflow solutions leading to program success.
  • Act as a strategic thought partner and resource guide to internal teams and partners to achieve organizational goals, overcome operational barriers, and foster professional growth.
  • Responsible for allocation of program budgets and mitigation of poor performance.
