About The Position

This position is located at Washington County’s south parks maintenance facility at St. Croix Bluffs Regional Park in Hastings, Minnesota. Maintenance activities for parks in the southern half of the county and the Historic Courthouse in Stillwater, MN are based out of this facility. The Parks Maintenance Supervisor I is responsible for coordinating and managing all parks maintenance operations, including assessing needs, prioritizing service requests, and inspecting facilities to ensure safety and functionality. Plan and schedule work, oversee equipment selection and chemical applications, and direct activities such as trail grooming, snow and ice control, irrigation, pruning, and building security. Manage vendor selection and contracts, ensure regulatory compliance, and identify and correct hazards in parks and trails. Collect and analyze data for reports, prepare budgets and annual work plans, and collaborate with other County and Public Works divisions. Supervise staff, including hiring, scheduling, training, performance management, and guiding teams through operational changes while ensuring adherence to policies and procedures. In addition to the above duties, the Parks Maintenance Supervisor II role provides expanded leadership by coordinating specialized projects with external partners such as Sentence to Serve crews and other public agencies and developing comprehensive building maintenance programs. The position also serves as acting Parks Maintenance Manager when assigned. This is a supervisory position for a growing group, currently consisting of three (3) full-time maintenance workers and approximately ten (10) seasonal employees. Communication skills, supervisory skills, computer fluency, and the ability to take input and make decisions are all important for this position. This is not a work from home position. The Parks Maintenance Supervisor I supervises the work of assigned staff and the operations of the maintenance unit within the Parks Division within the framework of established regulations, policies and Public Works Department strategic plans. This position ensures excellent program and service delivery by working directly with staff, other County divisions and the public and participates in the budget process.

Requirements

High school diploma
Five years of park maintenance experience, or equivalent
Commercial Driver's License (CDL) Class B with Airbrake Endorsement
Able to attain a Certified Pool Operator (CPO) certificate within established timeframe
Able to become a Certified Minnesota Tree Inspector within established timeframe
Able to become a licensed Pesticide Applicator within established timeframe
Communication skills
Supervisory skills
Computer fluency
Ability to take input and make decisions

Responsibilities

Coordinate Parks Maintenance program and services delivery.
Evaluate, assess and prioritize needs and service requests for the parks.
Inspects Park buildings, trails, grounds and other park facilities to determine and evaluate the need for maintenance activities.
Prioritizes work and develop work schedules; and assigns equipment and workers to complete identified maintenance activities.
Solicits quotes, selects vendor and administers contracts for businesses to provide services in the parks.
Direct trail grooming and snow and ice control activities in parks.
Evaluate and select equipment that provide the efficiency and reliability to perform grounds and park maintenance functions.
Evaluate and determine product, use, timing, and rate of application for fertilizers, herbicides and other chemicals for grounds, trees, shrubs and park areas.
Direct the pruning of trees, shrubs and other plant material.
Direct the selection and operation of irrigation systems (installation, repair, scheduled watering and application rates).
Secures Park buildings.
Inspect and correct deficiencies with park and playground equipment.
Identify and correct potential hazards to the public involving the use of parks, grounds, and trails.
Collect and interpret data to create reports and surveys.
Ensure safety compliance.
Plan, prepare, and monitor budget sections (operating, capital improvement needs, maintenance equipment and vehicles).
Prepare annual work plan to support goals and performance measures.
Collaborate, inform, and coordinate activities and resources with other Public Works Department and County areas.
Interprets rules, regulations, policies, and procedures to the public.
Supervise assigned staff.
Develops staffing plans and oversees the recruitment, evaluation and selection of seasonal guest services staff for summer and winter program areas.
Create and manage work schedules.
Provide work direction and review work for accuracy.
Develop and facilitate staff training.
Guide staff through changes in processes, services or programs.
Provide guidance and interpretation of policies and regulations and ensure staff compliance.
Respond to grievances or special issues.
Conduct performance reviews.
Performs other duties as assigned.
