About The Position

Under the direction of the Manager, Parking Enforcement, this position is responsible for supervising a team of Parking Enforcement Officers to ensure adherence to the City’s policies, procedures, Enforcement Standard Operating Procedures, Collective Agreement, and City By-laws.

Requirements

  • Graduate of a community college in law enforcement/by-law enforcement program and have 5+ years experience in municipal by-law enforcement or possess an equivalent combination of education and experience.
  • 3+ years of demonstrated supervisory, leadership, and team-building skills required.
  • Excellent working knowledge of the City's parking enforcement by-laws and the Provincial Offences Act, Part II.
  • Excellent communication and presentation skills.
  • Excellent problem-solving skills to deal with City staff and members of the public.
  • Ability to use discretion, tact, and diplomacy to competently handle confrontational and potentially hostile situations.
  • Ability to identify issues and develop strategies for responding.
  • Excellent investigative skills to undertake both internal and external investigations.
  • Excellent word processing and spreadsheet application skills in a Windows environment.
  • Must hold a valid Ontario Driver’s Licence and possess a clean driving record acceptable to the City.
  • A clear criminal record certificate may also be required of the successful candidate, at their own expense to verify the absence of a criminal record for which a pardon has not been granted.

  • Knowledge of Autocite, Autoissue, Infor, and iPad tablet is preferred.

Responsibilities

  • Supervising, leadership, coaching, discipline, and training of all Parking Enforcement Officers, including preparing and conducting one-on-one monthly reviews and performance management for full and part-time staff, ensuring all appropriate documentation is completed.
  • Performing duties associated with towing, property sign inspection, Infor and Permit/Consideration monitoring, and escalations.
  • Monitoring ticket issuance and officer performance to ensure departmental objectives are met and maintained, and providing regular updates to the Manager.
  • Monitoring daily activities of Parking Enforcement Officers through analysis to ensure effective time management practices.
  • Implementing and maintaining a schedule, including authorizing vacation requests, to ensure appropriate staff coverage on all shifts in liaison with other Supervisors, including updating the electronic schedule daily.
  • Conducting initial investigation of complaints and reporting findings in accordance with the complaint process.
  • Investigating enforcement activities and preparing written responses to inquiries from the Mayor and Members of Council, staff, and the public relating to parking infractions and situations in dispute in accordance with the established Communications Protocol.
  • Providing informational updates to Parking Enforcement Officers and ensuring the traffic and parking by-laws and policies of the City are applied consistently and appropriately.
  • Monitoring enforcement activities of all proactive projects ensuring appropriate daily enforcement.
  • In coordination with Health and Safety representatives, ensuring proper safety measures are observed and reported by Parking Enforcement Officers at all times and that monthly inspections are completed.
  • Ensuring the safety of department equipment such as vehicles, safety circle checks, radios, and other assets.
  • Reporting any deficiencies/rectifications in the area of private property or fire route signage; responsible for any towing matters; and damaged City equipment or vehicles.
  • Implementing and maintaining system control for all City equipment, including maintaining records and monitoring equipment loss, damage, malfunction, or misuse.
  • Ensuring appropriate application of the Vehicle Accident Policy for the Parking Enforcement section.
  • Attending all accident/incident scenes, conducting officer debriefing, ensuring appropriate documentation is completed, and providing a report to the applicable stakeholder(s) and the Manager.
  • Recommending improvements to the operation of Parking Enforcement to the Manager; participating on staff committees, including Traffic Safety Council and Health and Safety Committee and project teams.
  • Advising the Manager of day-to-day operations in the field regarding enforcement procedures, issues, and trends and providing written reports, findings, etc. as required.
  • Presenting evidence in the Ontario Court (Provincial Division) as required.
  • Enforcing the City of Mississauga traffic by-laws by issuing parking infraction notices throughout Mississauga as required.
