About The Position

The purpose of this position is to provide customer service and enforcement of parking ordinances in Chapel Hill. This role involves patrolling assigned areas by vehicle or on foot to ensure public compliance with existing parking ordinances, identifying vehicles in violation, and issuing citations. The officer will use a handheld computer to enter and retrieve vehicle information, chalk tires, and determine if vehicles need to be towed or booted. Responsibilities also include preparing and maintaining records, completing traffic control duties for special events, assisting with parking management during events, and arranging for the towing of illegally parked or abandoned vehicles. The position requires maintaining assigned equipment, performing inspections, and reporting any issues. Additionally, the officer will use the PARCS system at the Rosemary Street Parking Deck for enforcement. All other duties as assigned are also part of the role.

Requirements

  • Knowledge of procedures used in writing citations.
  • Knowledge of geography of the town, including street names and locations.
  • Knowledge of Town parking regulations and ordinances.
  • Knowledge of applicable traffic laws.
  • Knowledge of telephone and radio communication procedures.
  • Knowledge of towing procedures.
  • Knowledge of court procedures.
  • Ability to identify a large number of makes and models of automobiles.
  • Ability to use a vehicle boot.
  • Ability to use handheld computer devices.
  • Ability to interpret Town codes and ordinances.
  • Ability to operate parking gates, fee computers and meter mechanisms.
  • Ability to use web-based software systems.
  • Ability to use Microsoft Office tools relevant to the position.
  • Ability to solve problems and make sound decisions.
  • Ability to establish and maintain effective working relationships with employees and customers.
  • Ability to communicate effectively orally and in writing.

  • High school diploma or equivalent required.
  • No previous experience required.
  • A valid NC driver’s license and the availability of private transportation or the ability to provide transportation between job sites is required.

Responsibilities

  • Provides customer service by providing information to the public regarding parking regulations and facilities and the location of streets, buildings and points of interest.
  • Investigates and answers complaints regarding contested parking citations, determining their validity and routing properly.
  • Observes and reports hazardous conditions such as missing signs and street markings that need to be repainted.
  • Assists as needed with customers visiting parking enforcement office.
  • Patrols assigned areas by vehicle or on foot to ensure public compliance with existing parking ordinances.
  • Identifies vehicles in violation of parking codes and issues citations.
  • Enters and retrieves information pertaining to vehicle registration, identification and status using handheld computer.
  • Chalks tires physically and or electronically and returns to ensure time limits are not exceeded.
  • Determines whether vehicles need to be towed or booted.
  • Prepares and maintains proper records including daily activity log and other paperwork related to enforcement.
  • Completes traffic control duties such as setting up cones, barricades, meter bags, etc. to maintain flow during special events.
  • Assists with parking management during special events including, but not limited to university events and Town events, funerals, weddings, or other events as warranted.
  • Assists with clearing event staging areas by towing vehicles.
  • Makes arrangements for illegally parked or abandoned vehicles to be towed and direct tow drivers to correct vehicles.
  • Maintains assigned equipment and supplies including vehicles, handheld computers, citation books, rain gear, tire marking chalk, and cones.
  • Performs periodic inspection of assigned vehicle, handheld computer and other equipment.
  • Reports damage, malfunctions or issues to supervisor or appropriate staff in a timely manner.
  • Uses our PARCS system at our new Rosemary Street Parking Deck to enforce the deck for parking violations over the evening into the next morning.
  • Completes all other duties as assigned.
