About The Position

The Cosumnes Community Services District is seeking a qualified candidate to fill a full-time Park Maintenance Supervisor position on the Aquatics Pool and Filtration Team within the Park Operations Division. This position is primarily focused on pool and filtration system maintenance and operation, including the management, troubleshooting, and repair of pool, pool deck, and pool equipment including pumps, motors, and controller rooms. The successful candidate will play a key role in ensuring the efficient operation of pool and filtration system infrastructure throughout District parks and facilities. This position may be required to work a variety of shifts, including weekends, holidays, and after-hours emergency response assignments. Park Maintenance Supervisors in the Park Operations Division are represented by Teamsters Local 853.

Requirements

• Completion of thirty (30) units from an accredited college or university with major course work in business or public administration, contract management, horticulture practices, construction technology or other closely related field.
• An additional one (1) year of full-time experience performing the duties prescribed for the class of Sr. Park Maintenance Worker including one or more of the following; performance of golf course maintenance and/or operations duties, irrigation installation, pool and filtration, and maintenance duties, or landscape contract administration duties may be substituted for education.
• Three (3) years of full-time experience performing the duties prescribed for the class of Sr. Park Maintenance Worker with the CSD or related; specialized assignments require two (2) of the three (3) years experience to include one or more of the following; performance of golf course maintenance and/or operations duties, pools, spray ground, pool maintenance, filtration, irrigation installation and maintenance duties, or landscape contract administration duties.
• Or Five (5) years of full-time experience in the construction, maintenance, and repair of landscapes, grounds, parks, pools, spray grounds, filtration, golf course or a specialized trade that can be directly related to the essential duties and responsibilities prescribed for the class of Park Maintenance Supervisor.
• Possession of, or the ability to obtain, First Aid and CPR/AED certification within the first thirty (30) days of employment; certification must be maintained through employment.
• Must possess a valid California class "C" driver's license, with a satisfactory driving record as determined by the District and maintain it throughout employment.
• Knowledge of: Design, terminology, principles, techniques, and materials used in the construction, maintenance and repair of landscaping including: horticulture, carpentry, masonry, plumbing, electrical, and concrete, irrigation systems and drainage systems.
• Safe and effective use of hand and power tools.
• Proficiencies with current methods, techniques, principles, and procedures used in the planning, organizing, scheduling, coordinating, and evaluating landscape maintenance, construction and repair projects.
• Principles and techniques of supervision, training, discipline, and performance evaluation.
• Pertinent Federal, State, and Local policies, codes, laws, and regulations affecting landscape construction.
• General principles and practices of budget preparation and expenditure control.
• Computer database programs, desktop publishing and word processing in currently used programs such as Microsoft Outlook, Word, and Excel.
• Basic operation of automated office machines including calculator, computer, keyboard, printers and other peripherals, copier, and fax machine.
• Basic arithmetic including addition, subtraction, multiplication and division; calculation of decimals, ratios, percentages and fractions.
• Depending upon assignment may be required to possess knowledge of basic methods, principals and techniques of contract administration.
• Ability to plan, assign, supervise, and review the work of other employees; provide clear instruction and guidance on a day to day basis.
• Analyze problems that arise; recommend and implement solutions.
• Effectively and tactfully communicate both orally and in writing with facility users, independent contractors, vendors, CSD personnel and the public.
• Proficiently operate computer programs such as those in the Microsoft Office Suite; learn and use District maintenance database software.
• Comprehend and prepare reports and forms such as accident and incident reports, inventory lists, e-mail, and calendars using a prescribed format and conforming to all rules of punctuation, grammar, diction and style.
• Properly operate hand and power tools, equipment and vehicles such as, but not limited to, car, pick-up, equipment trailer, mowers, tractors, tillers, skip loader, front-end loader and trencher.
• Identify and determine the nature of potential safety hazards and institute corrective courses of action.
• Recognize common plant diseases and insect pests; diagnose horticulture problems and recommend an effective course of action.
• Prepare and develop cost estimates related to work orders and various projects.
• Read, interpret, and apply information from blueprints or drawings related to construction documents, landscape plans and/or specifications.
• Depending upon assignment may be required to have the ability to apply administrative and technical knowledge to assure compliance with contracts; follow proper inspection techniques to examine workmanship and materials; detect deviations from plans, regulations, and standard construction practices.
• Mobility: occasional sitting and use of keyboard; frequent standing for long periods of time; frequent walking, standing, bending, stooping, squatting, kneeling, climbing ladders, crawling and twisting, while performing field work; frequent pushing, pulling or lifting objects up to fifty (50) pounds while performing maintenance and repairs, loading trucks with supplies and equipment, and assisting with the set up of special events.
• Vision: constant use of overall vision; occasional computer use; occasional color and depth vision.
• Dexterity: frequent repetitive motion; frequent writing and occasional typing; frequent grasping, holding and reaching; frequent operation of equipment such as, but not limited to, lawn mower, hedge trimmer, pressure washer, wire tracer, airless sprayer, irrigation controls, hand and power tools.
• Hearing/Talking: frequent hearing and talking in person and on the phone or radio.
• Emotional/Psychological: frequent decision making and concentration, frequent public and/or coworker contact; occasionally works alone.
• Driving: ability to use fine and gross motor coordination for driving a variety of vehicles and equipment such as, but not limited to, car, pick-up, equipment trailer, mowers, tractors, tillers, skip loader, front-end loader and trencher.

Nice To Haves

• Certification as a playground inspector, pesticide applicator, or other closely related license or certificate is desirable.
• Certification as Aquatic Facility Operator (AFO) or Certified Pool Operator (CPO), is required for pool and filtration assignments.

Responsibilities

• Supervises and coordinates the day to day work assignments of a crew on assigned projects including planning, assigning, and reviewing work; recommends salary increases and discipline, conducts performance evaluations, and assists with selection and promotion procedures for assigned staff.
• Oversees and performs regularly scheduled inspections, maintenance and repairs in one or more Parks and/or maintenance activities. Responsibilities include, but are not limited to, Irrigation, Pools, Turf/Plant Fertilization, Herbicide/Pesticide Application, Tool and Equipment Inventory/Repair, drainage systems, Playgrounds, Graffiti and Vandalism, Alternative Sentencing, Landscape Maintenance Contracts, etc.
• Conducts work tasks safely and in compliance with department safety standards and the CSD Injury and Illness Prevention Program.
• Plans and conducts staff meetings; instructs or trains other less experienced personnel on aspects of park and/or golf course maintenance as well as safe and proper handling of equipment utilized in the work.
• Provides input to the annual departmental budget; monitors and approves expenditures.
• Uses written and verbal instructions to assure prescribed work standards and procedures are met.
• Responds to emergency calls for repairs, particularly in instances which involve public safety.
• Responds to public inquiries and complaints.
• Monitors and inspects work performed by contractors to ensure compliance with contractual provisions and District standards.
• Responsible for equipment and supply procurements including receipt and payment of invoices for materials and supplies.
• Uses a computer to complete, maintain, and retrieve information on work assignments, keep records, prepare reports, and communicate electronically as necessary.
• Uses hand-operated and power-operated tools and equipment.
• Required to work a variety of shifts including, but not limited to, weekends, holidays and after hour emergency calls.
• Performs inspection and maintenance duties of pool, pool deck, and pool equipment including pumps, motors, and controller rooms.
• Performs pool chemistry tests to ensure chemical levels are compliant with regulatory requirements; evaluates chemical needs based on a variety of factors including weather conditions and usage and makes adjustments to levels accordingly; orders chemicals to ensure there is a readily available supply at all times.
• Troubleshoots and repairs pool equipment such as chemical delivery systems, filters, pumps, and motors.
• Performs maintenance on pool heaters and ensures water temperature is optimal.
