About The Position

The Fairfax County Park Authority (FCPA) is seeking a Park Maintenance Manager (Sr. Maintenance Supervisor) to be a part of one of the most highly regarded park systems in the country. With more than 25,000 acres of parkland, nine Recenters, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level. Reports to Area 3, 6901 South Kings Highway, Alexandria, VA and is sent to various park sites daily. Manages staff and contractors maintaining Area 3 parks and playgrounds. Schedules and monitors the performance of mowing crews and other contractors. Inspects all Area 3 park, playgrounds, recreation areas and trails on a scheduled rotational basis. Develops and implements site-specific maintenance programs in accordance with FCPA standards. Conducts training and ensures compliance of paid and volunteer staff in accordance with applicable safety standards. Acts as the area manager or athletic field manager during absence of the incumbents. Serves as a point of contact for senior managers and citizens in regard to all Area Park maintenance and mowing requirements. Operates a county vehicle as part of official duties. Participates on various committees and teams to develop and further the objectives of the FCPA equipment. Completes required documentation and daily work reports. Frequently interacts with citizens. Normal working hours are 6:30 am to 3:00 pm, Monday - Friday, however, occasional weekend, evening and holiday hours may be required. Regular and predictable attendance is an essential function of the position. Positions are subject to transfer to other maintenance operation locations. This position is designated as Emergency Services Personnel for the Park Authority.

Requirements

• High School diploma or G.E.D. issued by a state department of education
• Four years of increasingly responsible experience related to the maintenance of municipal facilities and infrastructure from either a public or private organization
• Driver's license
• Comprehensive knowledge of the practices, methods, materials, equipment and tools used in the repair and maintenance of sewer lines, facilities, housing, solid waste management systems, or grounds
• Thorough knowledge of safety regulations and practices applicable to the particular area
• Thorough knowledge of computers to include computerized maintenance management system
• Ability to plan and supervise the work of subordinates and to oversee the work of contractors
• Ability to operate a variety of heavy vehicles and equipment
• Ability to work outside with regular exposure to severe weather, noxious fumes, high levels of dust, etc.
• Thorough knowledge of purchasing methods, procedures and policy
• Thorough knowledge of automated purchasing/inventory management system
• Ability to coach, counsel, train and evaluate employee performance to include safety policies, procedures and practices
• Ability to supervise and train others in the operation of a variety of heavy vehicles and equipment
• Ability to communicate effectively both orally and in writing
• Ability to use personal computers, word processing, spreadsheet software and database applications to prepare reports, documents and keep records to include computerized maintenance management system
• Ability to maintain good working relationships with co-workers, contractors, citizens groups, residents and other state and county agencies
• Ability to lift 50 pounds occasionally
• Ability to operate equipment listed in duties

Nice To Haves

• At least three years of supervisory experience
• Ability to direct, coordinate, lead, and supervise maintenance staff, volunteers, and contractors
• Ability to plan, implement, and execute short- and long-term maintenance programs for a diverse group of regional and community parks
• Ability to perform medium to heavy labor outdoors and operate small and large grounds maintenance equipment
• Working knowledge of trail, athletic court, playground, and grounds maintenance
• Experience with programming for lighting controls and scheduling
• Bilingual in English and another language

Responsibilities

• Plans work schedules, assigns work to crew chiefs, maintenance supervisors, heavy equipment operators, and work crews and determines the priority of work projects based on pending work orders and citizen complaints
• Supervises crew activities in the field
• Dispatches work crews and coordinates work with other county or state agencies and/or contractors
• Inspects sewage systems, plant operating areas, or facilities/housing units to ensure proper operation and/or adherence to safety regulations/aesthetic standards
• Utilizes a computerized maintenance management system to prioritize preventative and corrective maintenance work orders
• Performs quality inspections of work performed and initiates corrective action to meet accepted service levels
• Determines necessary repairs and estimates necessary manpower, materials, supplies and equipment for work to be contracted and provides field supervision of contractors
• Maintains inventory of material, supplies, and equipment
• Prepares/maintains records of work performed by crews/contractors including materials utilized
• Supervises subordinate employees including coaching, counseling, training and performance evaluations
• Ensures safety programs are implemented and communicated and work complies with all safety regulations
• Serves as main point of contact on work crews for citizens and residents
• Reinforces a safety culture and continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning
• Investigates, documents and reports safety issues
• Clearly communicates safety expectations
• Resolves safety-related matters in a timely manner
• Complies with the safety competencies
