About The Position

The Frederick County Division of Parks and Recreation is committed to the highest level of care of our natural and historic resources while making the park facilities and recreational programs available to all. The Recreation Department seeks to enhance the quality of life of county residents by providing innovative activities and programs that meet the recreational needs of Frederick County communities. This position performs a variety of skilled and semi-skilled maintenance and repair tasks to support the operation of County parks and facilities. Responsibilities include operating and maintaining equipment, performing groundskeeping, landscaping, ballfield preparation, and custodial duties, and assisting with basic construction, plumbing, electrical, and mechanical work. The position may provide direction to park maintenance staff. Supervision is received from the Parks Maintenance Supervisor.

Requirements

  • High school diploma or equivalent
  • Minimum of 3 years of work experience in park maintenance, facilities maintenance, grounds maintenance or related field work which must include at least 1 year of work experience directing or supervising the work of others
  • Possession of a valid driver’s license
  • Ability to maintain County Authorized Driver privileges
  • Ability to give and receive clear written and verbal communication; skilled in spoken and written communication for interacting with staff, park users, and completing required documentation
  • Ability to effectively direct the work of others, and train staff and ability to establish and maintain effective working relationships with co-workers and the general public
  • Ability to inspect, maintain, and repair equipment, buildings, and site amenities; working knowledge of methods and procedures for maintaining parks
  • Ability to maintain logs, inspections, and incident reports; track supplies; and complete required forms and schedules accurately
  • Ability to provide excellent customer service, engage participants professionally, and work effectively with diverse groups and age ranges in indoor and outdoor settings
  • Ability to perform on call duties, respond to emergencies, and participate in park management or law enforcement related training as needed
  • Ability to evaluate the work of professional consultants and ensure projects meet Division standards
  • Skilled in time management, prioritizing work, long range planning, and conceptualizing or adapting plans for programs, events, and maintenance activities
  • Skilled in operating a wide variety of small and large equipment, power tools, and hand tools used in parks maintenance and related activities
  • Intermediate knowledge of general construction, electrical, carpentry, and masonry needed for facility and infrastructure maintenance
  • Intermediate knowledge of construction methods and the procedures used to maintain parks, park facilities, and parks equipment
  • Intermediate knowledge of hazards associated with the operation and care of various tools and equipment (e.g. trucks, mowers, chain saws, power tools, etc.) with knowledge of appropriate safety precautions and ability to enforce those practices

Nice To Haves

  • Associate’s degree with 1 year experience as described above which must include at least 1 year of work experience directing or supervising the work of others
  • Ability to obtain the Commercial class A driver’s license specified CDL within 1 year of hire
  • Ability to obtain Maryland State Pesticide Applicator certification in the appropriate categories within 2 years of hire
  • Ability to obtain Roadside Tree Care Expert certification within 2 years of hire
  • Ability to obtain Maryland Professional Fertilizer Applicator within 2 years of hire
  • Possession of a valid Maryland Commercial class A driver's license

Responsibilities

  • Operate a wide variety of small and large equipment for the construction, maintenance, repair and removal of parks and county facilities and grounds to include augers, tampers, blowers and hedge trimmers, etc
  • Perform mowing, weed-eating, and routine grounds maintenance, including care of equipment and tools
  • Perform ballfield maintenance, including grading, lining, and preparation of athletic fields for community use
  • Perform landscaping tasks, including tree and scrub care, tree trimming, mulching, planting, applying pesticides and fertilizers, replanting grass, and other grounds improvements
  • Assist with planning general construction projects, including electrical, carpentry, masonry, cleaning and custodial duties
  • Perform minor plumbing and electrical work to support facility operations and maintenance
  • Perform concrete and masonry work as needed for facility and grounds projects
  • Perform basic construction projects and repairs to support facility and park infrastructure
  • Perform custodial duties, including cleaning bathrooms and maintaining sanitary conditions in park facilities
  • Collect water samples and conduct basic field testing to support environmental and safety compliance requirements
  • Maintain shop and power equipment; perform light maintenance and basic mechanical work and safety checks on equipment and make minor repairs as needed
  • Perform basic mechanical work on vehicles, equipment, and tools to ensure safe and reliable operation
  • Haul equipment and trailers to support construction, maintenance, and special projects across park facilities
  • Offer daily guidance to Parks Maintenance Technicians, part-time and seasonal staff to include with staff training
  • Perform office and administrative tasks as assigned using computer, handheld devices and maintenance management software
  • Maintain shop and power equipment
  • Serve as an on-site supervisor in the Supervisor’s absence; coordinate tools, equipment, materials and supplies in supervisor’s absence
  • Perform basic snow removal tasks clearing the snow from parking lots, sidewalks, doorways, dumpster areas, gated areas, etc.
  • Perform other related duties as required
