About The Position

Idaho National Laboratory needs Hazardous Material Shippers to shape the future of national infrastructure by ensuring secure and compliant movement of critical materials from nuclear innovations to cutting-edge research, with expertise in hazardous materials management supporting groundbreaking work in nuclear propulsion, space systems, and cybersecurity. You'll manage packaging and transportation analyses to support shipping papers and nuclear material accountability records, ensure compliance with DOT, DOE, NRC, EPA, and state regulations, coordinate planning and execution of shipments with programs and carriers, and manage acquisition of hazardous materials packaging including radioactive and waste materials. Your responsibilities include utilizing integrated tracking systems to identify appropriate packaging and classify materials, classifying and preparing shipping documents, coordinating and overseeing activities necessary to conduct shipments between laboratory facilities and external locations, interpreting rules and regulations to ensure compliance with safety and quality standards, representing the organization by interfacing with projects to provide technical assistance, supporting classified programs, and coordinating multi-disciplined efforts for packaging and transportation of radioactive experiments.

Requirements

  • Level 5: Bachelor’s degree and 14 years of experience or Master’s degree and 8 years of experience or High School diploma/GED and 19 years of experience in lieu of degree.
  • Relevant experience includes shipping hazardous/non-hazardous goods (characterization, generating documents), hazardous waste or chemical handling (hazwhopper, etc.), motor carrier (DOT, Fed motor carrier driver, dispatch, etc.), government experience (military, DOE, structured atmosphere), general logistics (freight handling, material tracking, etc.), radiological (classifying, RadCon tech, medical, nuclear operations).
  • Extensive knowledge of DOE, DOT, NRC, EPA, and ICAO rules and regulations.
  • Obtain and maintain a valid state of Idaho Driver’s license.
  • Ability to attain a DOT/IATA/ICAO Shipper's Certification.

Responsibilities

  • Manage Packaging & Transportation (P&T)-relevant analyses to support shipping papers and nuclear material accountability records.
  • Ensure compliance with all DOT, DOE, NRC, EPA, RCRA, and state regulations and requirements.
  • Coordinate planning and execution of shipments with programs, support organizations, and carriers.
  • Manage the acquisition of hazardous materials (including radioactive and waste) packaging and provide input to or develop detailed operating procedures to unload/load the packaging.
  • Procure packaging for irradiated and non-irradiated shipments and lead the design/procurement/fabrication of appropriate inserts to provide experiment stability in-transit.
  • Utilize the INL Integrated Waste Tracking System (IWTS), Radcalc, Haz-Trac, Low-Track, and the Automated Transportation Logistics and Analysis System (ATLAS) to process information to identify the appropriate DOT packaging and classify the material to properly prepare shipments for transport.
  • Classify and prepare shipping documents to accompany shipments of hazardous, radioactive, and waste materials.
  • Utilize extensive knowledge base to review shipments of hazardous materials to ensure compliance with all pertinent DOT packaging and transportation regulations.
  • Coordinate and oversee activities being performed that are necessary to conduct shipments between INL facilities and from the INL to external locations, ensuring arrangements with all involved State, Local, and Federal jurisdictions and authorities have been made and permissions, permits, escorts, road closures, and filing of associated documentation have been obtained/provided.
  • Interpret rules and regulations to meet DOT, NRC, DOE, EPA, and state requirements to ensure compliance with safety and quality standards for the packaging and transportation of hazardous materials (including radioactive and waste material).
  • Represent the P&T organization by interfacing with projects and programs to provide broad-based technical assistance concerning interpretations and application of transportation rules and regulations governing shipping requirements.
  • Support classified programs at the INL including SMC, OST, and other programs on and off-site requiring shipment of classified materials.
  • Access the classified SRDNet system to process classified shipments.
  • Prepare both classified and DOT documents.
  • Interface with classified transportation company (carrier) to ensure all protocols are in place and requirements met throughout transportation.
  • Coordinate and manage multi-disciplined efforts among Engineering, Operations, and Maintenance to affect the packaging and transportation (P&T) of radioactive experiments to/from the reactor in support of programs managed within the Irradiation Testing Department.
  • Perform packaging and transportation activity evaluations for proposals on prospective new irradiation experiments.
  • Maintain expertise, training, and qualifications regarding packaging and transportation regulatory requirements and company procedures.
  • Maintain liaison with other P&T organizations throughout the INL, DOE complex, and commercial industry.
  • Verify the availability and readiness of packaging hoisting and rigging equipment.
  • Serve as a spokesperson for the organization on matters pertaining to policies, plans, and objectives regarding the transportation of nuclear material experiments.
  • Provide technical direction and supervision to junior staff.
  • Enhance technical/professional skills of junior staff through mentoring and training.
