About The Position

Community of Hope is seeking an Outreach & Enrollment Manager to lead educational outreach and assist uninsured and underinsured Community of Hope clients and District of Columbia residents with enrolling in the health insurance coverage that best meets their needs. This role ensures clients understand the opportunities and eligibility requirements associated with the Affordable Care Act (ACA) and H.R. 1, helping them obtain and retain health coverage and benefits. The Outreach & Enrollment Manager also oversees team performance, data management, and communications to ensure high-quality enrollment services and ongoing support that helps patients and clients retain their health coverage and benefits. This position is located at our Conway Health and Resource Center located in SW, Washington, DC.

Requirements

• B.A. or equivalent experience.
• Ability to multi-task and problem solve.
• Excellent customer service skills with an ability to work in a fast-paced environment.
• Commitment to work with under-resourced populations and ability to work in non-profit environments.
• Ability to manage grant requirements and produce data representing outcomes.
• Demonstrated cultural competence in communicating with low-income populations.
• Strong written and verbal communication skills.
• Ability to work with computers and electronic health record system.
• Ability to travel to other sites required.

Nice To Haves

• Training in education, social work or health related field.
• Minimum two years supervisory experience strongly.
• Bilingual in Spanish or Amharic.

Responsibilities

• Delivers general education about the ACA, H.R. 1 and the Exchange to patients and clients. Ensures that patients understand the requirements of H.R. 1 in relation to their individual situations and how to file appropriate paperwork or exemptions.
• Coordinates with other nonprofit and DC government agencies to ensure that COH is aware of and appropriately implementing efforts to support benefit retention. Reports information back to COH work groups and departments across the agency.
• Assists patients and clients with their application and determining eligibility for premium tax credits and Medicaid. Manages paperwork for medical exemptions for Medicaid or SNAP benefits whenever appropriate.
• Meets with patients and clients in person to explain IPA services, reasons to buy health insurance, and options for coverage.
• Explains affordability programs, Qualified Health Plans, Essential Health Benefits, and rights when using insurance to patients and clients. Explains Medicaid and DC Healthcare Alliance Programs and eligibility requirements to patients and clients.
• Makes referrals as needed to the DC Alliance, a broker, the Exchange, or government and community resources as needed and tracks these referrals in the consumer tracking database and documents them in eCW.
• Explains to patients and clients the Sliding Fee Scale requirements and responsibilities. Assists patients and clients who are uninsured or underinsured with the Sliding Fee Scale application process.
• Supports and collaborates with Health Administration to actively track all pending Medicaid/Alliance applications for approval in eCW. Tracks activities in eCW/Tracking tool and/or other databases as requested. Assists with preparing reports for the DC Health Benefit Exchange or HRSA as needed.
• Ensures that systems are set up to capture all necessary data for purposes of management and grant reporting. This may include coordination of visit types in ECW or changes to data sets, Forms, etc.
• Meets with supervisees regularly and provides real-time feedback, training, support, and coaching as needed. Creates meeting agendas, sends meeting agendas in advance when possible, and documents concerns promptly as needed.
• Performs other duties as requested by supervisor.
