About The Position

The Enrollment and Outreach Specialist is responsible for the oversight of enrollment and in-reach activities related to the timely access of care for all patients assigned to Universal Community Health Clinic. The Enrollment and Outreach Specialist oversees the effective enrollment of new patients into coverage plans, when appropriate. This position also oversees the outreach to new business geographies and outreach to new communities to increase clinic enrollment and assignments.

Requirements

  • High School Diploma or GED (required)
  • Knowledge of community clinic operation.
  • Knowledge of medical terminology, insurance programs and requirements.
  • Must be able to learn quickly, in a fast paced environment.
  • Must possess interpersonal skills to interact diplomatically with staff and difficult clients.
  • Extensive customer care management background and understanding of the dynamics in delivering high quality patient services in a changing environment
  • Must be able to work with a very diverse group of patients in a non-judgmental manner.
  • Must possess strong verbal and organizational skills.
  • Reliable transportation to and from Outreach events.
  • Bilingual in English and Spanish required.
  • Skill: Language
  • Bilingual-English/Spanish is required.
  • Physical effort which may include occasional light lifting to a 25 pound limit, and some bending, stooping or squatting.
  • Considerable walking may be involved.
  • The ability to sit or stand for extended periods of time is required.
  • Flexibility to work in multiple locations throughout the week.

Nice To Haves

  • Certified Application Assistant (CAA Certificate) (Preferred)
  • One year experience in a non-profit clinic/community service setting preferred.
  • Enroller Certificate through Covered California (Preferred)

Responsibilities

  • Assist patients with completing applications and forms for Medi-Cal, private insurance, and other county/state health programs.
  • Screen patients for insurance eligibility and provide guidance on available programs and benefits.
  • Conduct renewals for Medi-Cal and other programs on an annual or required basis to retain coverage.
  • Review monthly enrollment reports and assign staff to ensure that all newly assigned patients are given an opportunity to receive timely care at Universal Community Health Clinic.
  • Track enrollment progress and follow up promptly on pending applications or issues.
  • Educate patients on financial assistance, sliding fee scales, documentation requirements, and program eligibility.
  • Participate in community outreach and enrollment activities as needed.
  • Collaborate with clinicians and administrative staff to identify patients who may qualify for financial assistance.
  • Maintain accurate documentation in EHR systems
  • Attend trainings (e.g., CHAMP-Net) and meetings as directed to stay current on program updates.
  • Provide professional, empathetic service to all patients, including those who may not qualify for coverage.
  • Demonstrate understanding of organizational policies and procedures and maintain confidentiality in accordance with HIPAA
  • Review disenrollment reports and assign staff for outreach and enrollment efforts to maintain eligible patient’s coverage through various plans and programs.
  • Works with appointment staff to ensure that appointment slots are available for patients requiring enrollment services.
  • Participates in enrollment, in-reach and outreach activities directly maintaining a schedule for patients and events as needed.
  • Works as a member of the Managed Care Team to coordinate performance goals, patient experience and clinical quality.
  • Prepares regular reports to demonstrate outreach strategies and goals, enrollment status and department productivity.
  • Demonstrate understanding of UCHC policies and procedures.
  • Interacts with patients, physicians, staff, vendors, and visitors in ways that demonstrate caring and reflect the UCHC mission and philosophy.
  • Attends UCHC meetings as required.
