About The Position

The purpose of this role is to ensure the seamless operation of Outreach services through a coordinated management approach. This includes providing supervision to Street Outreach workers, assisting in the supervision of Housing Based Case Management (HBCM) services, and contributing to program development and statistical reporting. Requirements

  • Relevant community college/university education in social work or related fields.
  • Minimum of 2 years effective supervisory experience.
  • Several years’ experience in direct client service with the homeless, ideally in an outreach setting.
  • Minimum 3 years’ experience working with urban disadvantaged population.
  • Experience working with an urban hard-to-serve client population with addiction and mental health issues.
  • Effective experience in working cooperatively with community resource agencies.
  • Ability to represent The Salvation Army at information sessions, presentations and community committees.
  • Clear Police Reference Check for Vulnerable Sector Screening is required.
  • Strong interpersonal and leadership skills.
  • Effective communication skills, particularly in negotiating and advocating for client’s needs.
  • Good writing skills for documentation and correspondence.
  • Strong computer skills including a working knowledge of Microsoft Office and Excel.
  • Ability to communicate and liaise effectively with community partners; build networking links.
  • Ability to collect and sort data; analyze findings for evaluation purposes.
  • Excellent interpersonal skills.
  • Valid Class G driver’s license.
  • Clear driver's abstract.

Nice To Haves

  • Bilingualism an asset (English and French).
  • Trained in Standard First Aid/CPR.
  • Non Violent Crisis Intervention training preferred.
  • Experience administering Narcan and/or Narcan training a strong asset.

Responsibilities

  • Develops and implements policies and procedures for effective client services.
  • Ensures all log notes and appropriate documentation are complete.
  • Assists in preparing statistical, operational, and administrative reports.
  • Conducts regular staff meetings for the Street Outreach Team to review operations, policy changes, and provide training.
  • Participates in the development of a program/service evaluation process.
  • Assists in Housing Response Team case management, including crisis response, assessment, goal planning, staff supervision, debriefing, referral, and follow-up.
  • Helps orient and train staff and volunteers in Outreach and Housing services.
  • Arranges for ongoing staff training with Human Resources.
  • Leads and participates in service coordination meetings.
  • Organizes routes in consultation with community partners to ensure widespread and functional service.
  • Participates in the Coordinated Access Model (CAM).
  • Helps develop and maintain a reporting/log system for statistical information.
  • Helps develop and follow-up system to inform community partners of client concerns.
  • Develops and maintains a client tracking system for statistical and reporting purposes.
  • Develops and maintains a case management system for select Outreach clients.
  • Develops and undertakes evaluation of service delivery and reports on findings.
  • Responds to 24-hour pages for troubleshooting and scheduling concerns, arranging for substitution as needed.
  • Prepares and ensures departmental schedules and timesheets are completed accurately and on time.
  • Participates in interviewing and hiring of the team.
  • Keeps accurate and up-to-date supervision notes.
  • Assists in the evaluation and discipline of workers.
  • Exercises strict confidentiality in all HR issues.
  • Assists managers/coordinators in ensuring all mandatory training is completed on time.
  • Represents The Salvation Army by developing and maintaining contacts with community partners and attending meetings.
  • Participates in Public Speaking, information sessions, and presentations.
  • Monitors expenditures and maintains budget limits for Street Outreach supplies.
  • May assist in providing financial information for funders.
  • May provide accounting with necessary information for invoicing and payment approval.
  • Implements appropriate safety and security procedures.
  • Ensures employees strictly enforce safety and security procedures for residents and staff.
  • Adheres to all health and safety policies and procedures.
