About The Position

Independently plans, designs, documents, estimates, and supports construction of outside plant (OSP) telecommunications infrastructure. Manages routine and moderately complex projects from initial field investigation through design, permitting, construction support, and closeout, ensuring work complies with company standards, applicable requirements, and project objectives. The primary focus is independently delivering engineering projects while serving as a technical resource for operations, construction, and field personnel. The position designs aerial, buried, and underground facilities for transport, distribution, and customer access networks; engineers fiber transport and distribution systems; and prepares engineering work orders, construction prints, route and splice plans, distribution counts, cut sheets, and cutover documentation. It conducts site surveys and field investigations; develops routes, material requirements, labor estimates, and project costs; and maintains OSP records, maps, schematics, GIS data, facility information, and as-built documentation. The role coordinates easements, rights-of-way, permits, joint-use requirements, and construction activities with internal and external stakeholders. It reviews construction for compliance with plans and applicable standards, supports troubleshooting and field personnel, documents network changes and test results, assists with budgeting and long-range planning, and provides engineering support throughout construction.
