About The Position

The OSP Design Manager leads Bluepeak’s outside plant design function, overseeing a team of fiber optic design engineers responsible for planning, designing, and delivering construction-ready OSP fiber networks across all Bluepeak markets. This role bridges technical engineering leadership with operational execution—translating network build strategy into accurate, scalable, and field-ready designs while driving quality, schedule, and team performance. The OSP Design Manager partners closely with route engineering, construction, operations, permitting, and contractor organizations to ensure that design output meets Bluepeak’s standards and supports on-time, on-budget market delivery. Requirements

  • Strong knowledge of FTTH/FTTx network design, including feeder and distribution architecture, splice planning, fiber assignments, capacity management, and aerial/underground plant design.
  • Proficiency with AutoCAD, GIS/mapping platforms, Microsoft Office Suite, and OSP design or network documentation tools.
  • Understanding of industry standards, safety requirements, permitting processes, and regulatory considerations related to telecommunications engineering and construction.
  • Demonstrated ability to lead teams, manage multiple priorities, allocate resources, and deliver high-quality engineering solutions in a fast-paced environment.
  • Experience with budget management, cost estimation, resource forecasting, process improvement, and project risk mitigation.
  • Strong analytical, problem-solving, communication, and presentation skills, with the ability to effectively collaborate across technical and non-technical stakeholder groups.
  • Valid driver's license with a satisfactory driving record and the ability to travel to assigned market locations as needed.
  • Bachelor’s degree in engineering technology, telecommunications, GIS, project management, or a related field; or an equivalent combination of education, training, and relevant experience.
  • 5+ years of experience in fiber optic network design, OSP engineering, or telecommunications construction, with at least 2 years in a leadership or supervisory role.
  • Demonstrated experience managing design teams, contractors, or project managers in a telecommunications or utility environment.
  • MS Office Suite: Outlook, Powerpoint, Word, Excel, Access, and OneNote.
  • Experience with reporting, creating tables, process flow charts, high level analytics.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Frequently required to sit, stand, bend, reach, push, pull and walk.
  • Ability to pass a background check and drug screening and perform the physical requirements of the position.

Nice To Haves

  • Experience with RF/HFC network design concepts, OTDR/TDR testing practices, and fiber network validation is preferred.

Responsibilities

  • Lead, develop, and manage a team of Design Engineers, providing coaching, performance management, and career development while ensuring workload alignment with business priorities.
  • Direct the planning, design, and delivery of OSP fiber networks, including FTTH/FTTx architecture, route planning, capacity planning, and construction-ready engineering packages.
  • Oversee the development and review of engineering deliverables, including cable routing, splice designs, fiber assignments, cabinet layouts, bills of material, and supporting documentation.
  • Ensure aerial and underground plant designs are accurate, compliant, cost-effective, and constructible in partnership with permitting, construction, and operations teams.
  • Establish, maintain, and enforce OSP design standards, quality requirements, engineering review processes, and documentation practices.
  • Monitor engineering deliverables, design milestones, and team performance, proactively identifying risks and implementing solutions to support project objectives.
  • Coordinate with construction, permitting, route engineering, contractors, and other stakeholders to ensure timely delivery of design packages and field readiness.
  • Review and approve design deliverables, as-built records, and closeout documentation to ensure compliance with Bluepeak standards and network requirements.
  • Drive continuous improvement initiatives by optimizing design workflows, improving data integrity, reducing rework, and increasing operational efficiency.
  • Provide technical leadership, design guidance, and escalation support to internal teams, external partners, and third-party engineering vendors.
  • Support permitting, regulatory, and right-of-way approval activities by ensuring timely and accurate engineering documentation and revisions.
  • Represent Bluepeak professionally in interactions with customers, contractors, municipalities, and industry partners while performing other duties as assigned.
