About The Position

Parsons is looking for a talented OSINT Language Enabled Collector to join our growing team! This role involves conducting OSINT collection using OSINT tools on foreign sources to identify patterns and provide intelligence requirements. The collector will create collection plans, draft Open-Source Intelligence Reports (OSIRs), and support OSINT analytic production requirements. They will also contribute to OSIR quality reviews and provide language-based insights and expertise. A key part of the role is to develop OSINT Collection Requirements within Government tasking that conform to established standards and ensure publication in the appropriate system of record. The collector will also compose and refine OSINT collection doctrine, policies, processes, and procedures. Additionally, they will assist in managing the Enterprises' Collector Identifier Number Database, produce Collection Management-related products and data calls, and support the validation and tipping and cueing of other intelligence functions, monitoring for indicators and warnings. The position requires providing context to intelligence by expanding traditional reports from stand-alone pieces of information to part of the theater’s information environment. This includes monitoring and analyzing all strategic and operational aspects of political, military, and economic developments for countries in the Areas of Operational Responsibility (AORs) and Areas of Interest (AOIs). The role involves assessing future and on-going political-military developments, military capabilities and doctrine, weapons acquisitions, and employment of military forces within each country. The collector will research, author, and coordinate threat assessments to support the Commander and senior leadership, develop and maintain analytical procedures, support the development and analysis of intelligence products, present analysis or products to customers, and support policy and procedures development. Intelligence support for contingency operations, battle staff and operational-level planning, joint and multi-lateral training exercises, and strategic engagement policy throughout the AORs and AOIs is also required, including analysis and research for industry, infrastructure, technology, country, geographic area, biographic, and targeted vulnerability.

Requirements

  • Active TS/SCI Clearance and Counterintelligence Polygraph eligible
  • 9+ years of experience conducting OSINT collection, research, and analysis, and reporting
  • Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. Additional education can count in lieu of years of experience, and additional years of experience can count in lieu of a degree
  • Must be language-enabled (Chinese required)
  • Must be able to pass an ILR or DLTP language certification test in target language (minimum DLPT 3,3,3)
  • English comprehension – must Read and Listen at a 3+ level, and Write at a 3 or higher (on the ILR scale)
  • An active Top Secret SCI security clearance is required for this position.
