About The Position

Parsons is looking for a talented OSINT Language Enabled (Russian) Collector to join our growing team! This role involves conducting OSINT collection using specialized tools on foreign sources to identify patterns and fulfill intelligence requirements. The position also includes creating collection plans, drafting Open-Source Intelligence Reports (OSIRs), supporting OSINT analytic production, and contributing to OSIR quality reviews with language-based insights. The collector will develop OSINT Collection Requirements within Government tasking, ensuring adherence to standards and proper publication. Additionally, they will assist in managing the Enterprises' Collector Identifier Number Database, produce Collection Management-related products, and support validation and tipping/cueing of other intelligence functions. The role requires monitoring for indicators and warnings, providing context to intelligence by integrating traditional reports into the broader information environment, and offering intelligence support for contingency operations, battle staff planning, training exercises, and strategic engagement policy. This includes analysis and research on various aspects like industry, infrastructure, technology, countries, geography, biographic data, and targeted vulnerabilities within Areas of Operational Responsibility (AOR) and Areas of Interest (AOI). The collector will monitor and analyze political, military, and economic developments, assess future and ongoing political-military developments, military capabilities, doctrine, weapons acquisitions, and force employment within specified countries. Responsibilities also include researching, authoring, and coordinating threat assessments, developing and maintaining analytical procedures, supporting the development and analysis of intelligence products, presenting analysis to customers, and supporting policy and procedures development.

Requirements

  • Active TS/SCI Clearance and Counterintelligence Polygraph eligible
  • 9+ years of experience conducting OSINT collection, research, and analysis, and reporting
  • Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education. Additional education can count in lieu of years of experience, and additional years of experience can count in lieu of a degree
  • Must be language-enabled (Russian required)
  • Must be able to pass an ILR or DLTP language certification test in target language (minimum DLPT 3,3,3)
  • English comprehension – must Read and Listen at a 3+ level, and Write at a 3 or higher (on the ILR scale)
  • An active Top Secret SCI security clearance is required for this position.

Responsibilities

  • Conduct OSINT collection using OSINT tools on foreign sources to identify patterns and provide intelligence requirements
  • Create collection plans, draft Open-Source Intelligence Reports (OSIRs), and support OSINT analytic production requirements
  • Contribute to OSIR quality reviews and language-based insights and expertise
  • Develop OSINT Collection Requirements within Government tasking that conform to established standards and ensure publication in the appropriate system of record
  • Compose and refine OSINT collection doctrine, policies, processes, and procedures
  • Assist the management of the Enterprises' Collector Identifier Number Database and produce Collection Management-related products and data calls
  • Support validation and the tipping and cueing of other intelligence functions, and monitor for indicators and warnings
  • Provide context to intelligence by expanding traditional reports from stand-alone pieces of information to part of the theater’s information environment
  • Provide intelligence support for contingency operations, battle staff and operational-level planning, joint and multi-lateral training exercises, and strategic engagement policy throughout the Areas of Operational Responsibility (AOR) and Areas of Interest (AOI)
  • Conduct analysis and research for industry, infrastructure, technology, country, geographic area, biographic and targeted vulnerability
  • Monitor and analyze all strategic and operational aspects of political, military, and economic developments for the countries in the AORs and AOIs
  • Assess future and on-going political-military developments, military capabilities and doctrine, weapons acquisitions, and employment of military forces within each country (including the U.S.)
  • Research, author, and coordinate threat assessments to support the Commander and the senior leadership
  • Develop and maintain analytical procedures to meet changing requirements and ensure maximum operations
  • Support development and analysis of intelligence products
  • Present analysis or products to customers
  • Support policy and procedures development for agency, interagency, or community wide support
