About The Position

BerryDunn is seeking an Organizational Change Management (OCM) Intake & Strategic Project Manager to join our Medicaid Practice Group. This position will support client work for the Territory of Guam, Department of Public Health and Social Services (DPHSS), serving as the primary intake and coordination lead for client-identified priorities across multiple agencies and a range of transformational and organizational change management efforts. This role blends strategic project management and organizational change management, with an emphasis on receiving, structuring, and translating client needs into actionable internal work that aligns with overall program priorities and multiple workstreams. This role will operate at the intersection of project management and OCM, helping to ensure requests for new services are consistently reviewed against approved priorities, scope, and timelines; vetted through internal leadership; and communicated to the client through weekly, monthly, and annual updates. This role provides structure, alignment, and continuity across current work, future initiatives, and previously approved efforts. In this role, you will work closely with the Project Management Office (PMO) Lead, Engagement Management Team (EMT), and other workstream leads to help ensure a unified, coordinated approach to meeting client needs, while maintaining an enterprise OCM lens focused on readiness, adoption, and sustainability.

Requirements

  • 5+ years of project management experience, including at least 2+ years leading organizational change management (OCM) initiatives.
  • Bachelor’s degree in organizational development, business, public administration, or related field (or equivalent experience).
  • Strong facilitation, stakeholder engagement, and executive communication skills.
  • Ability to synthesize complex information and translate client needs into actionable plans, updates, and deliverables.
  • Proficiency in Microsoft Excel, Word, and PowerPoint.
  • Experience with state Medicaid and/or Health and Human Services (HHS) projects and engagements.

Nice To Haves

  • Prosci® Change Management certification.
  • Lean Six Sigma (LSS) process improvement certification.
  • Experience leading organizational change management efforts on complex initiatives.
  • Demonstrated experience applying LSS, Prosci®, or similar change management or process improvement methodologies.
  • Experience supporting large-scale system, policy, or process transformations (public sector and/or Medicaid experience strongly preferred).
  • Strong facilitation and stakeholder engagement skills.
  • Experience working with government or Medicaid agencies.
  • Familiarity with enterprise portfolio management office concepts and applying industry standards and processes.
  • Experience coordinating change activities across multiple vendors and workstreams.

Responsibilities

  • Conduct and synthesize organizational change readiness assessments, incorporating leadership and staff perspectives to inform planning and prioritization.
  • Serve as the primary intake point for new and evolving client priorities related to system, policy, and business process changes.
  • Establish and maintain a structured intake and triage process to receive, assess, and track client requests.
  • Assess incoming requests against approved priorities, scope, and timelines; identify dependencies, impacts, and decision points.
  • Identify and maintain linkages between new requests and prior or existing initiatives, proposals, and recommendations to ensure strategic continuity.
  • Partner with the Project Manager and workstream leads to align intake items with project plans, milestones, and governance processes.
  • Apply organizational change management and process improvement methodologies to support achievement of strategic project goals.
  • Provide strategic project oversight from an OCM perspective, ensuring people, process, and change impacts are considered throughout execution.
  • Support development of integrated project timelines, phased implementation approaches, and sequencing of work.
  • Develop and implement resistance management strategies, escalation paths, and mitigation plans aligned with project risks and priorities.
  • Support leadership alignment and readiness for system, policy, and process changes through structured communications and engagement activities.
  • Guide development of targeted communications tailored to key stakeholders and audience groups.
  • Lead internal coordination by defining clear structures, processes, roles, and responsibilities for reviewing and executing approved work.
  • Coordinate across workstreams to support shared planning and delivery.
  • Track intake items through planning, execution, and closeout to ensure visibility, accountability, and follow-through across workstreams.
  • Lead or support development of proposals, level of effort estimates, and implementation timelines for new or emerging work.
  • Leverage prior work and historical knowledge to inform forward planning and strategic alignment.
  • Demonstrate strong communication skills, attention to detail, and the ability to excel in a highly collaborative team environment.
  • Strong experience in Microsoft Excel, Word, and PowerPoint.
