About The Position

The Pennsylvania Department of Environmental Protection (DEP), under the Conservation and Environmental Delivery Center (CEDC), is seeking an experienced Oracle Developer to support the modernization of legacy Oracle Forms applications to Oracle APEX running on Oracle Database 19c . This role is part of a large-scale enterprise modernization initiative focused on upgrading mission-critical environmental and regulatory systems to secure, modern, and maintainable platforms.

Requirements

• Bachelor’s degree in Computer Science or related field
• 5–7 years of experience with:
• Oracle PL/SQL (Stored Procedures, Functions, Packages, Advanced Queries)
• Oracle APEX development
• Strong knowledge of Oracle RDBMS (Oracle 19c preferred)
• Experience with SQL Developer and/or TOAD
• Understanding of data modeling principles
• Experience integrating Web Services
• Experience with SQL performance tuning and debugging
• Strong analytical and communication skills
• Experience working in Agile/Scrum environments

Nice To Haves

• Experience modernizing Oracle Forms applications
• Prior Commonwealth or public-sector experience
• Exposure to: XML, HTML Java PL/SQL APIs SOA Architecture
• Experience supporting regulatory or mission-critical systems
• Strong documentation skills

Responsibilities

• Analyze and convert legacy Oracle Forms applications to Oracle APEX
• Design and develop modern APEX user interfaces
• Develop and maintain PL/SQL stored procedures, functions, and packages
• Perform data analysis, reporting, and scripting
• Implement application security and authorization models
• Conduct performance tuning and SQL optimization
• Support full SDLC (requirements to deployment & post-production support)
• Generate technical and functional documentation
• Provide knowledge transfer to Commonwealth IT staff
• Support production deployments and release management
• Provide weekly status reporting
