About The Position

ITC Federal is seeking an Oracle Cloud Infrastructure (OCI) Engineer to help the U.S. Department of State modernize and operate secure, scalable cloud environments. The engineer will design, deploy, and secure OCI environments across compute, networking, storage, and database services, including the tenancy and compartment model and the Terraform and Ansible code that defines the environment. The role has design authority over VCN architecture, compartments and policies, and infrastructure-as-code patterns, and serves as the escalation point for complex OCI issues. The position supports cloud migrations and modernization while maintaining legacy systems, and requires collaboration with security, development, and operations teams. It includes implementing federal security and compliance controls, supporting accreditation and continuous monitoring, maintaining high availability and performance, optimizing cloud costs, operating containerized workloads, and documenting architectures and operational processes. This is a full-time hybrid position in Washington, DC, requiring three days onsite and two days remote each week. An active Interim Secret clearance is required, along with eligibility to obtain a Top Secret clearance; ITC will sponsor and support the upgrade. U.S. citizenship is required. The engineer may occasionally be called upon outside normal business hours.

Requirements

  • At least 5 years of experience as a cloud engineer, including at least 2 years of hands-on OCI experience.
  • Strong working knowledge of OCI compute, storage, IAM, networking, and database services.
  • Proficiency with Infrastructure as Code tools such as Terraform, Ansible, or equivalent.
  • Experience with cloud security, compliance, and monitoring in a regulated environment.
  • Familiarity with Oracle Container Engine for Kubernetes (OKE) and Docker.
  • Strong problem-solving skills and sound judgment supporting mission-critical systems.
  • Bachelor's degree in Computer Science, Information Technology, or a related field from an accredited university, or equivalent hands-on experience.
  • Ability to work onsite in Washington, DC three days per week.
  • Active Interim Secret security clearance and eligibility to obtain a Top Secret clearance; ITC will sponsor and support the upgrade.
  • U.S. citizenship is required due to the nature of the government contract.

Nice To Haves

  • Oracle Cloud Infrastructure Architect certification at the Associate or Professional level.
  • Experience with Autonomous Database, Exadata Cloud Service, or OCI database migration.
  • Hands-on experience with OCI Resource Manager, Cloud Guard, or Security Zones.
  • Hybrid or multi-cloud experience integrating OCI with on-premises systems or another hyperscaler.
  • Experience with CI/CD pipelines, DevOps practices, and automation frameworks.
  • Experience supporting the Department of State or another federal civilian agency.
  • Working knowledge of federal IT security standards and the accreditation process.
  • An active Top Secret clearance.

Responsibilities

  • Design, deploy, and manage OCI services across compute, networking, storage, and database.
  • Architect Virtual Cloud Networks (VCNs), including subnets, route tables, gateways, security lists, network security groups, load balancers, and peering or FastConnect connectivity to on-premises and external systems.
  • Design tenancy and compartment models, including IAM policies, dynamic groups, and least-privilege boundaries.
  • Support cloud migrations and enterprise modernization with security, development, and operations teams while maintaining legacy systems during transitions.
  • Develop and maintain Infrastructure as Code using Terraform and Ansible, including OCI Resource Manager where appropriate.
  • Build reusable modules and repeatable patterns for consistent infrastructure and landing zones.
  • Prevent configuration drift by keeping deployed infrastructure synchronized with the code repository.
  • Implement cloud security practices aligned with NIST, FISMA, and FedRAMP.
  • Configure OCI Vault and key management, Bastion, Cloud Guard, Security Zones, audit logging, and network isolation controls.
  • Support security accreditation and continuous monitoring by maintaining architecture artifacts and assessment evidence.
  • Monitor performance and maintain high availability across OCI environments, including the database tier.
  • Optimize costs through right-sizing, storage tiering, and validation of workload provisioning needs.
  • Troubleshoot and resolve complex OCI issues and provide escalation support to the broader team.
  • Run and support containerized workloads on Oracle Container Engine for Kubernetes (OKE) and Docker.
  • Manage the operational layer for containers, including cluster upgrades, cluster networking, and container registry and image management practices.
  • Maintain clear, current documentation of architectures, configurations, and operational processes.
  • Occasionally respond to complex OCI issues outside normal business hours.
