About The Position

This is a full-time OPS (Other Personal Services) position within the Department of Health, Division of Medical Quality Assurance, Bureau of Enforcement, Investigative Services Unit located in the St. Petersburg Field Office. The role involves investigating allegations of state and federal laws against unlicensed individuals posing as licensed health care practitioners. The position requires the ability to conduct complex investigations, collect evidence, review medical and legal records, and utilize covert investigative techniques. The investigator will also prepare and serve citations and cease and desist agreements, coordinate with legal counsel and law enforcement, and testify in administrative hearings or trials. Additionally, the role involves developing professional contacts within the healthcare community, assisting in allied health investigations, and engaging with the public to promote the department's goals.

Requirements

• Proficient computer skills to include Word, Excel, PowerPoint and Outlook.
• Knowledge of computer databases.
• Knowledge and use of the compliance management system and licensing system used by the Agency.
• Knowledge of laws, legal codes, court procedures, and government rules & regulations.
• Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
• Understanding written sentences and paragraphs in work-related documents.
• Communicating effectively with others verbally and in writing.
• Talking to others to effectively convey information.
• Ability to establish and maintain effective working relationships with others.

• One (1) year of investigative experience.
• Five (5) years of professional experience from one or more of the following fields: investigative, law enforcement, working in the juvenile or adult criminal justice system, regulatory inspections, regulatory compliance, resource protection, affirmative action, equal employment opportunity, regulatory work as a paraprofessional or higher, claims adjusting, auditing, financial examining, land appraisal work, human relations, personnel, working as a licensed healthcare professional regulated by the Division of Medical Quality Assurance.
• Must be physically present in the office to effectively perform job duties and responsibilities.
• Must have a valid driver license.
• Satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit.
• All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.

Responsibilities

• Investigate allegations of state and federal laws against unlicensed individuals posing as licensed health care practitioners.
• Investigate alleged unlicensed activity complaints and coordinate with local law enforcement agencies for potential prosecution of criminal violations.
• Collect evidence, review and analyze medical records, court documents, and other pertinent records, and use covert investigative techniques.
• Prepare and serve uniform unlicensed activity citations and/or cease and desist agreements.
• Coordinate investigative activity through legal counsel.
• Prepare comprehensive reports of final, supplemental, and probation investigations.
• Coordinate investigations with federal, state, and local law enforcement officials and regulatory agencies.
• Coordinate and assist department legal/board staff regarding administrative hearings, subpoena service, administrative complaints, final orders, and disciplinary enforcement requests.
• Testify and/or present evidence at administrative hearings, depositions, or trials.
• Serve as a member of the prosecution team as directed.
• Develop and maintain up-to-date professional contacts with risk managers, hospital administrators, nursing directors, and other health care providers.
• Assist in allied health investigations, participate in in-service training of medical investigative staff, conduct inspections, drug profiles, and undercover investigations, and serve as a mentor to new investigators.
• Answer public inquiries, make referrals, make public speaking engagements, make professional contacts, and promote the goals and mission of the Department.
• Perform other duties as required.
