About The Position

This position is responsible for investigating allegations of state and federal laws against unlicensed individuals posing as licensed health care practitioners. The role involves investigating alleged unlicensed activity complaints, coordinating with law enforcement for potential prosecution of criminal violations, collecting evidence, reviewing medical and other pertinent records, and utilizing covert investigative techniques. The investigator will prepare and serve citations and cease and desist agreements, coordinate with legal counsel, and prepare comprehensive investigation reports. Additionally, the role requires coordination with various law enforcement and regulatory agencies, assisting legal/board staff with administrative hearings and disciplinary actions, and testifying in legal proceedings. The investigator will also develop professional contacts within the healthcare community, assist in allied health investigations, conduct inspections, and serve as a mentor to new investigators. Public outreach, referrals, and public speaking engagements are also part of the responsibilities, along with performing other duties as required.

Requirements

  • Proficient computer skills to include Word, Excel, PowerPoint and Outlook.
  • Knowledge of computer data bases.
  • Knowledge and use of the compliance management system and licensing system used by the Agency.
  • Knowledge of laws, legal codes, court procedures and government rules & regulations.
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Understanding written sentences and paragraphs in work related documents.
  • Communicating effectively with others verbally and in writing.
  • Talking to others to effectively convey information.
  • Ability to establish and maintain effective working relationships with others.
  • Listening to what other people are saying and asking questions as appropriate.

  • Five (5) years of professional experience from one or more of the following fields: investigative, law enforcement, working in the juvenile or adult criminal justice system, regulatory inspections, regulatory compliance, resource protection, affirmative action, equal employment opportunity, regulatory work as a paraprofessional or higher, claims adjusting, auditing, financial examining, land appraisal work, human relations, personnel, working as a licensed healthcare professional regulated by the Division of Medical Quality Assurance.
  • One (1) year of investigative experience.
  • Must be physically present in the office to effectively perform job duties and responsibilities.
  • Must have a valid driver license.
  • Must satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit.
  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English.

Responsibilities

  • Investigates allegations of state and federal laws against unlicensed individuals posing as licensed health care practitioners.
  • Investigates alleged unlicensed activity complaints and coordinates with local law enforcement agencies for potential prosecution of criminal violations.
  • Collects evidence, reviews and analyzes medical records, court documents and other pertinent records, and uses covert investigative techniques.
  • Prepares and serves uniform unlicensed activity citations and/or cease and desist agreements.
  • Coordinates investigative activity through legal counsel.
  • Prepares comprehensive reports of final, supplemental and probation investigations.
  • Coordinates investigations with federal, state, and local law enforcement officials and regulatory agencies.
  • Coordinates and assists department legal/board staff regarding administrative hearings, subpoena service, administrative complaints, final orders, and disciplinary enforcement requests.
  • Testifies and/or presents evidence at administrative hearings, depositions, or trials.
  • Serves as member of the prosecution team as directed.
  • Develops and maintains up-to-date professional contacts with risk managers, hospital administrators, nursing directors and other health care providers.
  • Assists in allied health investigations as needed, participates in in-service training of medical investigative staff, conducts inspections, drug profiles and undercover investigations, and serves as a mentor to new investigators, as directed.
  • Answers public inquiries, makes referrals, make public speaking engagements, make professional contacts, promotes the goals and mission of the Department including participation in Sterling related activities and events.
