About The Position

The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters, ranging from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM serves as the liaison between federal, state, and local agencies, preparing and implementing a statewide Comprehensive Emergency Management Plan, conducting exercises to test emergency response capabilities, providing technical assistance to local governments, and conducting training for state and local government agencies. FDEM is the lead agency for the State Emergency Response Team (SERT), coordinating state efforts during disaster response and recovery from the State Emergency Operations Center (SEOC) in Tallahassee. FDEM also manages the State Watch Office, a 24-hour operation providing situational awareness, and conducts damage assessment surveys after disasters to advise the Governor on emergency declarations and federal relief funds. Requirements

  • Knowledge in federal and state of Florida acquisition laws, rules, regulations, policies, and procedures pertaining to the acquisition of commodities and services and contract administration of complex systems.
  • Skilled at collaborating with others to monitor and manage contracts, scrutinize contractor performance, and measure quality and compliance within contract terms and conditions.
  • Ability to apply procurement, acquisition, and contracting statutes, rules, and policies to advise on executing pre-award and post-award acquisition functions involving emergency response acquisition and contract activities.
  • Knowledge of contract administration and management best practices.
  • Skilled in writing and reviewing documents for accuracy and completeness.
  • Ability to communicate effectively, both written and verbally.
  • Skill in collecting, reviewing, and summarizing information with computer software.
  • Intermediate to advanced skill sets in MS Office software (MS Word, MS Excel, MS PowerPoint) as well as the ability to learn new digital programs.
  • Ability to work both independently and as a member of a team.
  • Ability to work extended hours (including nights, weekends, and holidays) during emergency activation and be able and willing to be deployed up to 14 days in response to disasters, with limited advance notice.
  • A minimum of four years’ experience in Finance, Accounting, Contractual Management, or other related fields.
  • Florida Certified Contract Manager (FCCM) certification or have the ability and willingness to obtain within the first 12 months of employment.

Responsibilities

  • Coordinate with project managers, the Office of General Counsel, the Bureau of Financial Management, Office of Procurement, and other partners on all aspects of contract management, including contract conceptualization, solicitation preparation, scope of work collaboration and composition, contract evaluation and award, contract administration, contract termination, and contract closeout.
  • Review and analyze vendor proposals, contracts, agreements, leases, timesheets, spreadsheets, and other documentation related to contractual work as correlated with pre-emergency and emergency procurements.
  • Coordinate the performance of competitively procured “pre-emergency” logistics contracts and new emergency procurements in support of emergency response operations during emergencies and disasters.
  • Conduct quality assurance reviews of contracts and agreements for compliance with statutes, rules, and procedures.
  • Facilitate professional development by conducting and participating in training sessions for internal and external customers to enhance the bureau’s contracting and agreement processes.
  • Compile statistical data and provide reports on contracts, amendments, and all agreement activities.
  • Facilitate the completion of Resource Support Agreements (RSAs) with state and local stakeholders related to the SMAA and EMAC.
  • Facilitate the reimbursement for mutual aid activities to local governments, state agencies, EMAC assisting states, and the federal government.
  • Perform other duties as assigned.
