About The Position

The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters, ranging from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM serves as the lead agency for the State Emergency Response Team (SERT), coordinating state efforts during disaster response and recovery from the State Emergency Operations Center (SEOC) in Tallahassee. FDEM also manages the State Watch Office, a 24-hour operation providing situational awareness, and conducts damage assessment surveys after disasters to advise the Governor on emergency declarations and federal relief funds. The division's mission is to 'Coordinate, collaborate, and communicate with our community stakeholders for a resilient Florida,' with a vision of 'Leading the Profession in building prepared and resilient communities.'

Requirements

  • A minimum of four years’ experience dealing with federal and state grant and contract compliance regulations, including familiarity with applicable Florida Statutes, Florida Administrative Code, and Code of Federal Regulations.
  • Florida Certified Contract Manager (FCCM) Certification or the ability and willingness to obtain within 12 months of employment.
  • Experience using Microsoft Office products (PowerPoint, Excel and Word), and web-based applications.
  • Ability to monitor contractor/recipient/sub-recipient compliance with program requirements through review, analysis and processing of financial and program deliverables, including expenditure, budgeting, staffing and progress reports, audits, and requests for payment.
  • Ability to conduct risk assessments.
  • Ability to utilize problem-solving techniques.
  • Ability to plan, organize, coordinate, and complete work assignments.
  • Ability to communicate effectively both orally and in writing, and to provide technical assistance to local governments and other entities.
  • Knowledge of the roles and responsibilities of federal, state, and local government entities in response to public emergencies and disasters.
  • Ability to perform and complete quality research.
  • Ability to lead team monitoring activities.
  • Ability to work effectively in a team environment and/or individually, whether with internal or external stakeholders, on programmatic issues and/or principles.
  • Ability to establish and maintain effective working relationships with others.
  • Skilled in the use of Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate FDEM enterprise business systems.

Responsibilities

  • Serve as a lead worker among Compliance Monitors, assisting the Compliance & Monitoring Supervisor in planning and assigning work, reviewing work, and developing procedures for monitoring subrecipients for compliance with state and federal grant requirements.
  • Follow established procedures to monitor compliance with federal grants rules and regulations, specifically 2 CFR Part 200.
  • Review subrecipient agreements and other relevant compliance documents to ensure proper documentation of subrecipient/subcontractor/vendor identification, selection, and designation; that agreements contain all appropriate requirements; and that budgets are consistent with proposal requirements, accurate, and compliant with regulations.
  • Assist the Compliance & Monitoring Supervisor by assigning workloads, reviewing work products, and providing technical assistance and training.
  • Evaluate each subrecipient's risk of noncompliance with federal statutes, regulations, and subaward terms and conditions, implementing procedures to assign risk levels and ensure proper monitoring.
  • Monitor subrecipient activities to ensure subawards are used for authorized purposes, comply with federal statutes, regulations, and subaward terms, and that subaward performance goals are achieved.
  • Verify that every subrecipient is audited as required, conduct follow-up to ensure timely and appropriate action on deficiencies, issue management decisions for audit findings, and contribute to resolving audit findings.
  • Conduct site visits, desk audits, and/or reviews of subrecipients', subcontractors', and other vendors' financial and performance reports (including backup documentation) to assess compliance and substantiate payments.
  • Coordinate periodic comprehensive compliance reviews of subrecipients.
  • Recommend and implement corrective actions as necessary.
  • Provide subrecipients, subcontractors, and other vendors with training and technical assistance on compliance-related matters.
  • Assist in the development and delivery of compliance-related training and support other Foundation staff.
  • Track, document, and report all compliance monitoring activities.
  • Perform other duties and travel as required, including assisting in disaster duties as a result of disaster events.
  • In response to emergency events, employees may be required to work irregular hours, more than 8 hours per day, extended periods (including nights, weekends, and holidays), at locations other than their official headquarters, and perform duties beyond their position description. Employees must be able to deploy to emergency sites with limited advance notice.
