Requirements

  • Five (5) years of experience in accounting or financial management, one (1) of which must have been experience in financial account management, auditing, or account reconciliation, or
  • Bachelor’s degree in accounting, finance, or related field from an accredited college or university and one (1) year of professional experience in financial account management, auditing, or account reconciliation can substitute for the required experience.
  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Responsibilities

  • Performs regular reviews of disaster payments, expenditure moves etc. to ensure accuracy, timeliness, and consistency of processes and information. Documents results of review and takes timely and appropriate action for any deficiencies or errors noted; Coordinates and performs monthly Commission billings and cost recovery of disaster claims accurately.
  • Maintains knowledge of State & Federal requirements and Commission processes for disaster payment processing processes. This includes the timeline or deadline for completing activities, delivering information, or performing other functions as directed or prescribed by DFS, FEMA, the Legislature, or other oversight bodies.
  • Provide comprehensive analysis of findings to enable for timely and accurate completion and closeout of projects; Compile and maintain all data in a logical and efficient format; Ensures all records are maintained and relevant correspondence is recorded within Florida Public Assistance (FLPA); Prepare required reports regarding the status of awarded agreements. Maintains an automated logging system for tracking all agreement payments.
  • Develops and conducts training for Commission staff processing disaster cost recovery processes; Participates in assigned or volunteers in internal or external workgroups or committees, by attending meetings.
  • Performs or ensures year-end activities are performed by the assigned due date; Investigates and collaborates with other stakeholders from FEMA, EOG-DEM, DEP, FBO, and division offices on supporting documentation invoices, time, equipment, and activity reporting.
  • Consistently and effectively gathers data, performs analysis, and prepares reports for management or others, as requested; Regularly confirms and validates requests from or needs of customers and staff to ensure understanding.
  • Monitors the Commission’s disaster processes for compliance with State and Federal Rules and Regulations; Serves as liaison between Commission staff and external entities for claims information; Analyses disaster cost recovery information.
  • The incumbent will be required to complete training and attain proficiency in the Florida PALM accounting system to effectively fulfill the responsibilities of this position.
