About The Position

The Senior Industrial & Systems Engineer supports the design, development, and implementation of operations decision support systems across USPS delivery and distribution environments. This role applies industrial engineering principles, operations research techniques, and systems‑thinking to improve operational performance, strengthen data integrity, and guide the modernization of USPS operational processes. The engineer contributes to system design, testing, policy development, and cross‑functional integration efforts that ensure USPS operations run efficiently, safely, and cost‑effectively.

Requirements

Knowledge of industrial and systems engineering principles related to operations system design and process optimization.
Knowledge of cost/benefit analysis, auditing practices, and engineering data validation methods.
Ability to evaluate economic impacts of process changes during system design and testing.
Ability to analyze data from engineering studies, audits, and cost/benefit evaluations.
Ability to develop policies and procedures governing the use of operations decision support systems and related databases.
Ability to estimate expenditures and provide accurate budget input for planned activities.
Ability to apply decision support system technologies to delivery and distribution operations.
Ability to oversee program budgets, procurement activities, and deployment efforts.
Ability to write clear, technical plans, analyses, and reports for postal management.
Ability to communicate technical information effectively with contractors, consultants, academic partners, and government representatives.
Knowledge of facilities systems or similar processing and physical distribution environments.

Responsibilities

Develop methods, models, and procedures to apply decision support system technologies to USPS delivery and distribution operations.
Evaluate economic, operational, and process‑change impacts during system design, testing, and deployment.
Support budget development and prepare program justifications for operations decision support initiatives.
Analyze engineering study results, cost/benefit analyses, and audit findings to guide system improvements.
Participate in engineering data validation tests, operational studies, and system performance evaluations.
Assist in developing policies, procedures, and governance documents for the use and support of decision support systems.
Contribute to plans and procedures that integrate decision support systems with other USPS information systems and enterprise databases.
Oversee project activities, procurement processes, and deployment efforts related to decision support systems; monitor associated funds and timelines.
Provide guidance and coordination to USPS professionals and contractors involved in system design, development, and implementation.
Engage with industry partners, academic institutions, government agencies, and contractors to support research, bench marking, and system advancement.
Offer program guidance and technical direction to employees within and outside the organizational unit; may oversee or coordinate activities of professional, technical, clerical staff, and contractors.
