About The Position

The Operations Supervisor is responsible for all strategic operational decisions within the division related to facilities, fleet, purchasing, forecasting, operational management and vendor relationships. This position will supervise staff responsible for the day-to-day operations of this assigned administration ensuring all operational activities are completed and payments are reconciled and paid within approved time frames. As well as providing leadership, technical assistance, and training to staff, reviewing all operational costs, forecasting operational spending and future funding needs, and ensuring spending and payments aligning with available fund sources and division strategic plans. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • Principles, concepts, practices, methods, and techniques of government accounting, including federal funding and Generally Accepted Accounting Principles (GAAP)
  • Principles and practices of administration with special reference to organization, fiscal management, and budgetary control
  • Statistical analysis, theory, business, and financial operations
  • Understanding of the requirements, characteristics, and cultural environment required for teams to operate effectively
  • Oral and written communication of complex concepts
  • Financial data, including forecasts and projections
  • Development and organization of work plans and setting workflow priorities
  • Using computer software packages (i.e., Excel, Word, Access, Google Suite, etc.)
  • Be an innovative, strategic thinker and leader who is involved in the management team

  • Facilitate groups and lead meetings with executive-level positions
  • Motivate, manage, direct, and supervise professional staff
  • Candidate must have a bachelor's degree in accounting, finance, economics, or business administration AND 3 years' experience dealing with complex financial issues; OR 1 year as a Financial Analyst 2 OR 2 years as a Financial Analyst 1 in AZ state government.
  • Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions

Responsibilities

  • Provide leadership, technical assistance, review work, and ensure accuracy of the products produced by a team of professional-level.
  • Oversee all division purchasing activities, including P-Card purchases, ensuring payments are made within required time frames & adhere to procurement regulations and standards.
  • Liaise and develop relationships with all vendors and act as final authority, resolving billing delays and issues, and oversee processing of central registry requests related to APS.
  • Research, analyze, evaluate, develop findings, and make recommendations involving complex budget and financial management issues and work with management designing projects, reviewing costs, and approving projects and ensure all facility projects remain within allotted budget and completed within project deadlines.
