About The Position

The Water & Engineering Technology department is seeking an Operations Supervisor - Resource Recovery. This position supervises the operation, maintenance, repair, projects, and staff of the natural treatment system, recycled water, and composting programs. Manages the administration and oversight of contract documents, agreements, consultants, contractors, and professional services pertaining to the operation and maintenance of Resource Recovery Division programs. Note: The following opportunity is open only to regular, probationary, and temporary employees who are currently employed by Clean Water Services. Reviewing and interpreting specifications, plans, maps, reports, and contracts
Performing calculations and simulations to understand water movement and its effects
Irrigation hydraulics principles, performing calculations like flow rate and friction loss, troubleshooting system components (valves, pressure, sensors), and using related software and tools
Maintaining accurate and detailed logs and records
Selecting, supervising, training, and evaluating staff
Interpret pertinent policies, procedures, laws, regulations, and permits
Negotiate with contractors regarding the scope and cost of services and administer contracts
Understand compost chemistry, manage feedstock ratios, monitor moisture and temperature, and supervise the operation of equipment such as compost turners and moisture meters
Develop innovative solutions for the natural treatment system process or maintenance problems within available resources
Coordinate and schedule resources
Identify and resolve issues, including technical, operational, and regulatory problems
Maintain accurate logs and records of work performed
Diagnose operational problems such as contamination, system failures, or performance deficiencies
Establish and effective working relationships with those contacted in the course of work, including a variety of CWS staff and other government officials, contractors, vendors, community groups, and the general public
Operate effectively in a team environment
Communicate effectively, both orally and in writing
2 years of supervisory, project, or team lead experience
3 years of experience administering and overseeing contracts and consultants in landscape maintenance, facilities or grounds maintenance, park management, or construction
College-level coursework in horticulture, ecology, landscape technology, landscape design, or a related field.
A Public Pesticide Applicator’s License issued by the Oregon Department of Agriculture, with Ornamental and Turf categories, is required at the time of hire.
An Oregon Landscape Construction Professional License (LCP) with an Irrigation Category/Phase is required within 6 months of hire.
Candidates must also possess and maintain a valid state-issued driver’s license.

Responsibilities

Participates in the development, modification, and implementation of goals, objectives, and policies for the Resource Recovery Division, including recycled water, natural treatment system, and composting programs; evaluates program cost, determines priorities, and schedules.
Prioritizes, plans, and tracks resources needed for assigned work unit; ensures availability of tools, equipment, and resources needed to accomplish work plans; monitors expenditures and operational improvements; proposes recommendations to improve efficiency and effectiveness; ensures corrective actions and improvements are implemented.
Participates in preparing and administering the operations program budget.
Monitors expenditures and tracks operational accomplishments.
Participates in planning, design, restoration, revegetation, and construction management of capital enhancement and landscape projects.
Assists with permitting related to restoration, revegetation, and recycled water projects.
Coordinates, reviews, and edits contract documents for the Fernhill Natural Treatment System landscape program.
Negotiates with contractors, vendors, and consultants regarding the scope and cost of services; administers contracts; manages work performed under contracts; and coordinates with stakeholder initiatives and objectives as they pertain to the Resource Recovery Division.
Coordinates with Field Operations to manage organic waste collection and processing, monitors composting conditions, and ensures compliance with DEQ requirements, including accurate reporting under the Beneficial Use Determination (BUD).
Coordinates operations, project implementation, and maintenance activities in support of CWS’ water rights portfolio.
Reviews permit application conditions and ensures adherence to surface and groundwater compliance, and state and federal regulations.
Conducts hydrologic and environmental field assessments and maintains detailed records of water usage.
Supervises the work of technical staff.
Oversees employee development and performance, including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
