About The Position

The Operations Supervisor II, Beaumont Terminal is responsible for leading Operations personnel in the safe, environmentally responsible, efficient, and cost-effective operation of the dock, tank farm, truck and rail racks, wastewater, and pipeline equipment. The Shift Supervisor will drive engagement to create a work environment where people are motivated to achieve excellence, while providing direction, removing obstacles to getting work done, and ensuring accountability for themselves and others to meet commitments. Located in a prime position along the Sabine-Neches Waterway in Nederland, Texas, the Beaumont Terminal is a gateway to the Gulf Coast. As the largest terminal in the Phillips 66 portfolio, it has 74 total tanks with shell capacity totaling 16.1 million barrels. This position works a 12-hour rotating shift (DuPont schedule). Requirements

  • Legally authorized to work in the job posting country
  • High School Diploma/GED equivalent
  • Valid driver’s license
  • 3 or more years of experience in the oil and gas industry
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC)

Nice To Haves

  • 1 year or more of supervisory experience
  • 5 or more years of experience in the pipeline and/or terminal operations
  • Prior experience working as a supervisor in a union environment
  • Working knowledge of regulations as applicable to pipeline and terminal operations (OSHA, DOT, TRRC, 33CFR, 49CFR, Title V Compliance)
  • Working knowledge of petroleum liquids measurement and pipeline operations at Phillips 66
  • Working knowledge of mechanical maintenance as applied to petroleum pump stations and storage tank facilities
  • Intermediate or greater level of proficiency with SAP PM module, Dock Management System, iPads and Mobile Work Center

Responsibilities

  • Directly supervise represented operations personnel on a rotating 12-hour shift.
  • Oversee control room operations and provide support as needed.
  • Ensure efficient operation of the Beaumont Terminal (>14 MMBBL) assets and multiple inbound and outbound pipelines.
  • Demonstrate safety leadership and manage safety meetings while utilizing safety programs to achieve desired results.
  • Promote environmental stewardship to terminal employees and contractors.
  • Ensure training and development needs of operations personnel are met (OQs, CBTs [computer-based training]).
  • Ensure compliance with facility security requirements (MARSEC).
  • Lead and participate in emergency response and spill response activities.
  • Gain knowledge of Incident Command System (ICS) structure, roles, and responsibilities, with the ability to serve assigned ICS role(s).
  • Assist, as needed, with U.S. Coast Guard and TGLO routine operations and security inspections.
  • Ensure all drill and exercise regulatory requirements are met.
  • Monitor crude specifications and ensure measurement accuracy per the P66 Measurement Manual.
  • Understand and proactively respond to commercial, marine, and pipeline needs.
  • Prioritize terminal pipeline and marine movements.
  • Communicate routinely with the scheduling team to ensure changes are prioritized to meet customer needs.
  • Understand and enforce P66 policies and procedures.
  • Review and update facility Site-Specific Procedures (SSPs) as needed.
  • Review operator timesheets for accuracy and approve them.
  • Ensure compliance with all marine-related documentation for vessel movements.
  • Utilize the IMPACT system to capture and manage incidents and audit findings.
  • Utilize the KMS system to manage the MOC process as it applies to the area of responsibility.
  • Ensure operations compliance with all applicable regulatory agency requirements (U.S. Coast Guard, EPA, TCEQ, TGLO, TRRC, and OSHA) and maintain associated records.
