About The Position

Our client is an award winning global integrator supporting a major branch of our Armed Forces. They have an immediate need for an Operations Strategy & Governance Analyst to work a hybrid schedule at the Pentagon. In this role, you will support enterprise Civil Engineer Operations initiatives by connecting installation-level maintenance and infrastructure activities to strategic policy, governance, and modernization efforts that strengthen readiness, resilience, asset management, and mission effectiveness. Per our Federal Government Contract, candidates must be U.S. Citizens with an ACTIVE SECRET CLEARANCE.

Requirements

Bachelor’s degree from an accredited university.
Five (5) or more years of experience supporting Air Force or Department of Defense programs.
Experience supporting Civil Engineer, installation operations, infrastructure sustainment, maintenance, asset management, or related programs.
Experience serving as an Action Officer (AO) supporting senior leaders, executive staffing processes, and enterprise-level initiatives.
Experience coordinating audits, inspections, corrective action plans, compliance programs, or related oversight activities.
Experience developing briefing materials, executive correspondence, reports, decision-support products, and other materials for senior leadership.
Experience coordinating actions and deliverables across multiple organizations, functional areas, and stakeholders.
Experience supporting policy development, governance, implementation guidance, process improvement, or compliance frameworks aligned with strategic enterprise objectives.
Knowledge of Air Force Civil Engineer Squadron organizational structures, Operations Flight responsibilities, and installation-level Civil Engineer processes.
Familiarity with Air Force publications, policy development, governance, and executive staffing processes.
Understanding of Civil Engineer Operations programs and installation sustainment activities, including maintenance, utilities, work order management, material control, asset management, equipment, and service contracts.
Ability to analyze operational and policy issues and develop practical, enterprise-level solutions and recommendations.
Strong ability to translate strategic objectives into executable tasks, implementation plans, milestones, and measurable outcomes.
Demonstrated ability to coordinate cross-organizational working groups, governance forums, audits, and strategic initiatives.
Strong analytical, organizational, problem-solving, and time-management skills.
Excellent written and verbal communication skills, with the ability to develop concise, decision-ready products for senior leadership.
Ability to manage multiple priorities, coordinate competing requirements, and meet established deadlines.

Experience supporting Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, or installation-level organizations.
Familiarity with ETMS and MICT.
Experience supporting governance forums, working groups, technical reviews, or executive-level meetings.
Experience developing or coordinating DAFIs, DAFMANs, Unified Facilities Criteria (UFC), or other policy and guidance documents.
Knowledge of Air Force Civil Engineer programs and installation operations.
Knowledge of installation vehicle management, fleet resourcing, vehicle advocacy, equipment modernization, or related processes.
Experience supporting Civil Engineer strategic planning, implementation plans, business transformation, or enterprise process improvement initiatives.
Experience developing and tracking POA&Ms, Corrective Action Plans, audit responses, and other enterprise implementation activities.

Responsibilities

Support the planning, coordination, execution, and sustainment of enterprise Civil Engineer Operations strategic initiatives and programs, including initiatives related to infrastructure maintenance, utilities, asset management, work order management, material control, service contracts, equipment, and operational readiness.
Advance Civil Engineer Operations strategic initiatives through governance, policy development, stakeholder coordination, program management, and implementation activities.
Develop, coordinate, and maintain governance and programmatic documents, including DAFIs, DAFMANs, Unified Facilities Criteria (UFC), policies, procedures, implementation guidance, action plans, taskers, inquiry responses, and issue-resolution products.
Translate strategic objectives into executable implementation activities and help bridge the gap between tactical, installation-level Civil Engineer operations and enterprise-level strategy, policy, and governance.
Coordinate with Headquarters Air Force, AFCEC, AFIMSC, MAJCOMs, installations, and other DoD organizations to implement Civil Engineer Operations strategy, policy, guidance, engineering standards, and programmatic initiatives.
Serve as a lead Action Officer (AO) or primary Point of Contact (POC) for assigned Department of the Air Force and Department of Defense audits, inspections, and compliance activities impacting Civil Engineer Operations programs.
Coordinate audit and inspection responses, develop and track Corrective Action Plans and Plans of Action and Milestones (POA&Ms), monitor corrective actions, and provide status updates and recommendations to senior leadership.
Support the development and maintenance of policies, procedures, MICT communicators/checklists, and other governance products resulting from audit findings, policy changes, compliance requirements, and program improvements.
Perform program analysis and develop trend reports, compliance assessments, performance measures, executive summaries, status reports, and decision-support products to support enterprise Civil Engineer Operations.
Monitor implementation progress against strategic objectives, milestones, and performance measures; identify risks, barriers, and gaps; and develop recommendations to improve program execution.
Coordinate and facilitate governance forums, working groups, technical reviews, and stakeholder meetings and develop associated briefing slides, meeting minutes, after-action reports, executive correspondence, and decision documents.
Support strategic initiatives involving Operations governance, Civil Engineer Board integration, Civil Engineer Capability Integration Panel (CECIP) modernization, vehicle advocacy processes, engineering standards governance, and related policy and process improvement efforts.
Coordinate stakeholder actions and develop implementation products to support modernization, capability integration, workforce development, resource advocacy, infrastructure resilience, and enterprise readiness.
Support the standardization and continuous improvement of Civil Engineer Operations business processes to strengthen installation sustainment, asset management, mission assurance, and combat readiness.
Analyze operational challenges and stakeholder requirements and translate tactical and technical inputs into practical enterprise-level recommendations and policy improvements.
Maintain awareness of Civil Engineer installation operations, including preventive maintenance, material control, craft execution, work order management, equipment, fleet, and other Operations Flight functions, and connect these activities to broader enterprise objectives.
Develop and present executive-level briefings and decision-support materials for senior leaders and stakeholders, clearly communicating program status, risks, recommendations, and required actions.
