About The Position

This is a highly responsible position within the Children and Families agency, requiring extensive knowledge of Florida’s child welfare system and programs. The incumbent will need strong analytical skills to address complex systemic problems and formulate effective solutions. The role focuses on the adoption program, involving interaction with all members of the adoption triad and serving as a confidential intermediary.

Requirements

  • Knowledge of the child welfare system along with related Florida Statutes, Administrative Code and Operating Procedures.
  • Knowledge of compiling, organizing, and analyzing data.
  • Ability to evaluate the quality of service to clients and evaluate programs.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish effective working relationships and work as a team member.
  • Ability to develop and apply the policies, procedures, and programs governing the agency.
  • Ability to read, understand, apply complicated and detailed regulations, and policy directives.
  • Ability to apply the laws, rules, and regulations governing federal and state program intake and the administration of this program.
  • Ability to establish and maintain cooperative working relationships with community stakeholders.
  • Ability to prepare, clear, concise, and accurate records and reports.
  • Bachelor’s degree or higher in social work or related area of study from an accredited college or university.
  • At minimum, 5 years’ experience working as case manager.
  • Active full Child Welfare Certification through the Florida Certification Board.
  • Proficiency in Florida Safe Families Network (FSFN).
  • Proficiency in Adoption Document & Registry (ADORE).
  • Proficiency in Microsoft Excel.

Responsibilities

  • Exhibit advanced expertise in Florida’s adoption program and in responding to concerns and questions from all members of the adoption triad—adult adoptees, birth parents and adoptive parents.
  • Serve as a confidential intermediary appointed by the courts.
  • Maintain and update operating policies related to adoption reunion registry, for children in the child welfare system and those adopted privately ensuring alignment with federal and state laws, rules, and best practice standards.
  • Provide oversight for adoption record retention, scanning, and destruction in accordance with policy.
  • Provide technical assistance to Regions, CBC Lead Agencies, case management organizations and key stakeholders as needed or identified through quality assurance reviews to strengthen consistency and service quality regarding the adoption reunion registry.
  • Support legislative and policy activities—such as bill analyses, legislative budget requests, and responses to media or legislative inquiries associated with the adoption reunion registry.
  • Serve as lead on Adoption Document and Registry (ADORE) enhancements related to the adoption registry.
  • Collaborate with internal and external partners, including the Office of Child and Family Well-Being, Quality and Innovation, Bureau of Vital Statistics within the Department of Health, to promote efficient and effective service delivery in identified areas.
