About The Position

The selected candidate will join a multidisciplinary team that implements Department policy, conducts grant management; and performs programmatic, technical, and regulatory responsibilities. This position will collaborate with technical professionals and a variety of public stakeholders to implement Chapter 373, Florida Statutes, and the Department’s Water Resource Implementation Rule, including the development of measures for assessing performance, and developing annual reports. This position will track, review, and evaluate the implementation of statewide water management issues, in coordination with the Water Management Districts (Districts). Additionally, the position will assist in execution of the Department’s oversight activities, including the preparation of reports, and tracking emerging water policy issues. These positions report to the Environmental Administrator of the Budget and Administration Section and do not hold any supervisory responsibility. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation.

Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.

Requirements

• Valid driver’s license.
• At least 4 years of verifiable related. Post-secondary education from an accredited college or university, with a degree in political science; law; planning; environmental studies, engineering, natural sciences; or public administration, may be used as an alternative for the required four years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

Nice To Haves

• Master’s Degree from an accredited college or university in political science; law; planning; environmental studies, engineering, natural sciences; public administration; or accounting; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of six years.

Responsibilities

• Assists the Department in implementation of the Chapter 373, Florida Statutes, the Department's Water Resource Implementation Rule, including development of measures for assessing performance and developing annual reports.
• Serves as the Department's coordinator to their assigned district(s) and is responsible for responding and monitoring of district water resource issues and activities. This position will stay informed on all District Governing Board meetings to maintain awareness of emerging issues.
• Will serve as a grant manager for projects that have been appropriated or awarded to the Department. Will assist in the development of the grant agreements, scopes of work, implementation, and monitoring as needed throughout the grant period. Reviews and assists with development of district projects, including management of grants and contracts.
• Evaluates and summarizes district Preliminary and Tentative budget submittits and assists with assigned district budget tracking as needed. Assist Environmental Administrator, Chief, and Director in the development and tracking of legislative budget requests and initiatives related to the five water management districts. Provides technical assistance with responding to requests for information, reviews of budget and administration issues related to the Department’s oversight authority, and other water policy related issues.
• Evaluates the districts’ management practices and develops new operating procedures to assist the districts in operating more efficiently and effectively.
• Identifies and develops data and/or data management systems for statewide water policy programs. This may include developing data collection tools, standard operating procedures, guidance documents and templates.
• Plans, coordinates and/or presents at statewide and regional conferences, meetings and workshops as needed.
• Performs related work as required and assigned.
