About The Position

The City of Springfield is seeking applicants for an Operations Resources Manager within the Office of Public Utilities, Division of Chief Utility Engineer. This role is responsible for overseeing fiscal reviews, hiring, and personnel tracking for CWLP, managing HRM entries, supervisor notifications, and participating in interviews, hearings, and union meetings. The position handles HR administrative tasks, serves as the Utility’s HR subject matter expert, and acts as a liaison with the Office of Human Resources. The Operations Resources Manager will produce technical and confidential correspondence, reports, and spreadsheets for managers, and process personnel actions including discipline, pay changes, hiring, and promotions. This role provides guidance on HR policies and actions, ensuring compliance with Utility and Office of Human Resources rules and procedures, and guides and trains managers on HR actions.

Requirements

  • Bachelor’s degree or equivalent combination of education and progressively responsible administrative experience.
  • At least three years in a related role.
  • Strong analytical skills to manage complex records and reports.
  • Working knowledge of divisional operations, organization, and regulations.
  • High level of coordination and collaboration with City employees.
  • Familiarity with City of Springfield and utility policies and procedures is preferred.
  • Ability to build and maintain effective working relationships.
  • Current City employees must have completed their probationary period and attained certified status in their current position.
