OPERATIONS RESEARCH MANAGER

MCSG Technologies•Colorado Springs, CO
•$144,000 - $180,000•Onsite

About The Position

Develops and applies mathematical and statistical modeling techniques and other methods to provide information that supports squadron leadership decision-making and operational test analysis. The role may develop related software tools and products and review or develop robust test analysis designs to ensure test-space coverage and assess system effectiveness and suitability. The manager collects and analyzes data, defines data requirements, reports results to customers, and reviews the work of other unit test analysts. The position identifies indications of system performance and corrective measures, and determines how findings should be reported through squadron processes. It may also create, conduct, design, and evaluate experimental operational models when available data is insufficient to formulate results. The work requires knowledge of calculus and statistics, including Design of Experiments and Combinatorial Testing. The position is based in Colorado Springs, Colorado, and supports operational testing of space systems. It uses Scientific Test and Analysis Techniques to build test designs, analyzes collected data using tools such as MATLAB and JMP, prepares technical reports and briefings, and supports consistent analysis procedures across the organization. Travel is listed as up to 10% in the job details and 15% in the description.

Requirements

  • 5–10 years of technical experience in DoD and USAF OT&E test design, analysis, and test support evaluating new and existing space systems in a realistic environment.
  • Bachelor’s degree in Operations Research, Statistics, Math, or Engineering; four additional years of experience may substitute for the degree, for a total of nine years of experience.
  • TS/SCI security clearance.
  • Knowledge of calculus and statistics, including Design of Experiments and Combinatorial Testing.

Nice To Haves

  • Proficiency with statistical software applications such as MATLAB, JMP, or Design Expert.
  • Thorough understanding of Design of Experiments for test planning and evaluation of test results.
  • In-depth understanding of advanced statistics.
  • Proficiency with Microsoft Office applications, including Word, PowerPoint, Excel, Access, and Outlook.
  • Broad understanding of statistics, including data distributions, sampling techniques, confidence intervals, and regression test techniques.
  • Understanding of how to evaluate system effectiveness and suitability factors, including reliability, maintainability, and availability.
  • Understanding of USSF systems, including Space Domain Awareness, Missile Warning, Missile Defense, Satellite Control Network, and Satellite Command and Control systems.
  • Working knowledge of United States Space Force test and evaluation directives.
  • 2+ years of technical experience in DoD and USAF OT&E test design, analysis, and test support evaluating new and existing space systems in a realistic environment.

Responsibilities

  • Use Scientific Test and Analysis Techniques to build test designs with sufficient power to test space assets.
  • Apply statistical analysis methods to characterize and rate collected test data, including hypothesis testing, t-tests, regression testing, factor analysis, and statistical process control.
  • Build test scope using Critical Operational Issues, Operational Capabilities, Measures of Effectiveness and Suitability, and Measures of Performance.
  • Develop test approaches for statistical evaluation of system performance, potentially using scenario injection, modeling and simulation, or real-world system operations.
  • Direct data collection activities and verify that required test objectives are complete.
  • Process and evaluate collected test data using MATLAB and JMP, and assess system performance.
  • Analyze data trends, including distribution type, outliers, variability, and correlation.
  • Write technical reports describing testing problems, analysis techniques, and ratings for all measures.
  • Support development and coordination of test reporting documents and briefings; present evaluation results to the 17 TS for review; and ensure documents and briefings comply with AFI and AFSPCI 99 103 direction.
  • Review other Test Analysts’ test designs and evaluate test requirements to determine appropriate sample sizes and test duration.
  • Assist other Test Analysts with post-test data analysis by ensuring appropriate analysis techniques are applied.
  • Assist the Government Chief Analyst in establishing uniform organizational analysis methods and documenting procedures.
