About The Position

The Operations Research Analyst works closely with program leaders as a data-driven advisor and partner on strategic issues. The analyst ensures data accuracy and creates ad hoc reports, and may provide database maintenance and development. The role gathers, extracts, manipulates, analyzes, and models data using analytical and statistical tools in support of clients, the Program Manager, and government entities.

The position provides management, analysis, and integration of programs and projects, including project management, manpower analysis, oversight, and technical support. It supports program planning and execution, prepares progress and financial reporting and management review materials, analyzes complex datasets, and identifies process-improvement opportunities. The role is based at Naval Education and Training Command on Naval Air Station Pensacola, Florida; candidates should be local to Pensacola or surrounding areas. Travel of up to 10% is anticipated.

Requirements

• Active/current Secret security clearance.
• Bachelor of Arts or Science degree in a discipline or technical field related to the work effort.
• Three to five years of experience in the government market.
• Proven working experience as a data analyst.
• Superior analytical, writing, and editing skills, including the ability to produce senior-executive-level briefings.
• Advanced capabilities with Microsoft applications, including PowerPoint, Outlook, Word, Excel, Access, and Project Management.
• Technical expertise in data models, database development and maintenance, and data mining and segmentation techniques, primarily SharePoint.
• Strong knowledge of and experience with reporting packages and databases.
• Knowledge of statistics and experience using statistical packages to analyze large datasets, such as Excel or Power BI.
• Ability to write queries and reports and present findings.
• Well-developed written and verbal communication skills.
• Tact, discretion, and good judgment.
• Excellent organizational and time-management skills.
• Ability to evaluate problems and recommend solutions.
• Flexibility to assist where needed to achieve goals.
• Ability to lift items and/or equipment weighing up to 50 pounds on limited occasions.
• Qualified candidates should be local to Pensacola, Florida, or surrounding areas.

Responsibilities

• Provide management, analysis, and integration of programs and projects, including project management, manpower analysis, oversight, and technical support.
• Assist in defining program objectives and requirements.
• Direct and coordinate project efforts.
• Interface with senior government technical and administrative personnel and other contract personnel.
• Identify data requirements and gather required facts and information.
• Develop integrated conclusions and insights.
• Implement actions supporting the defined agenda and project objectives.
• Provide project, financial, and technical progress reports; prepare Program Management Reviews and milestone decision templates.
• Design and implement program-planning timelines, and track program execution, financial execution, and expenditures.
• Identify, analyze, and interpret trends or patterns in complex datasets.
• Filter and clean data, review reports, and distribute them internally and to customers.
• Locate and define new process-improvement opportunities.
• Perform data analysis relevant to project tasks.
• Create, manage, and distribute reports related to the project.
• Keep the project in compliance with client regulations.
• Perform additional duties as assigned.
