About The Position

Esperanza Immigrant Rights Project, a program of Catholic Charities of Los Angeles, Inc., is a non-profit law firm which provides community education and legal representation to immigrant adults, families, unaccompanied minors, individuals with mental health issues, and in cases involving crimmigration. Esperanza has proudly provided legal services to immigrants and their families in Southern California for over 15 years. The immigration court system does not provide court-appointed counsel to individuals facing deportation who cannot afford an attorney, so this vulnerable population relies on our community education programs to obtain critical information about the process, understand their legal options and access assistance. Esperanza’s community education programs were established to more effectively meet this need and to guide pro se immigrants through the increasingly complicated and strained immigration system. Core services of the programs include legal orientations regarding removal proceedings and legal relief; intake and follow-up services; self-help workshops; and referrals for pro bono assistance or social services. More information can be found about Esperanza at www.esperanza-la.org [http://www.esperanza-la.org/] The Operations Program Manager is responsible for coordinating and managing the operational and fiscal infrastructure that supports a large, complex program with multiple funding streams, contracts, and compliance requirements. In close partnership with the Program Director and other staff, this role ensures that fiscal management, invoicing, budgeting, reporting, and operational systems are aligned with funder requirements, agency policies, and program needs. This position serves as a key liaison between program staff, corporate accounting, funders, and external partners, significantly reducing the administrative and fiscal burden on program staff while strengthening internal controls, forecasting, and operational efficiency. Approximately 70% of this role focuses on fiscal management and compliance, with 30% dedicated to broader program operations and administrative support.

Requirements

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field, or equivalent experience.
  • Five or more years of experience in nonprofit fiscal management, operations, or program administration, preferably in a multi-contract or government-funded environment.

Responsibilities

  • Manages day-to-day fiscal operations for multiple contracts and funding sources, ensuring compliance with funder guidelines, contract requirements, and agency accounting policies.
  • Coordinates preparation, revision, and tracking of program budgets in partnership with the Program Director, including forecasting, cost projections, and scenario planning.
  • Oversees contract-level budget monitoring, invoicing, and reconciliation; reviews invoices and supporting documentation to ensure accuracy, allowability, and alignment with funder-specific requirements.
  • Serves as the primary program liaison with corporate accounting, facilitating timely invoicing, reconciliations, corrections, and resolution of fiscal discrepancies.
  • Reviews financial data provided by corporate accounting to ensure proper cost allocation and compliance; flags issues and works collaboratively to resolve them.
  • Produces and coordinates submission of monthly, quarterly, and annual fiscal reports, including funder-specific templates, leveraged resource reports, and other required financial documentation.
  • Tracks contract deliverables tied to fiscal reporting deadlines and advises the Program Director of risks, timing issues, or compliance concerns.
  • Acts as a key liaison with funders, auditors, and monitors regarding fiscal documentation, budget modifications, invoicing questions, and reporting requirements.
  • Supports audits, monitoring visits, and internal reviews by compiling and organizing fiscal records and responding to requests in a timely manner.
  • Develops, documents, and refines fiscal and operational procedures to improve efficiency, consistency, and internal controls across contracts.
  • Coordinates core operational functions that support program effectiveness, including systems, workflows, and cross-team processes related to reporting, data, and compliance.
  • Supports program leadership with internal reporting, statistics, and data summaries needed for funders, leadership, and planning.
  • Assists with tracking program metrics and deliverables in collaboration with program managers and supervisors.
  • Provides operational support for staff working in both office-based and remote environments, including coordination with IT and facilities as needed.
  • Supports scheduling, logistics, and preparation for key internal and external meetings related to contracts, operations, and reporting.
  • Identifies operational gaps or inefficiencies and recommends improvements to systems, tools, or workflows.
  • Serves as a resource to program staff on operational and fiscal processes, providing guidance and training as appropriate.
