About The Position

This is a highly responsible administrative and professional position with the Agency for Persons with Disabilities in the service of secure forensic residents.  This position manages and coordinates organization-wide efforts to ensure the organization’s quality management and improvement (QMI) programs of staff development and quality assurance are planned, integrated, and managed using a data-driven focus that sets priorities for improvements aligned to ongoing strategic initiatives.  The incumbent assures that organization-wide initiatives are focused and aligned on improving operational and program efficiencies and effectiveness; participates in organizational strategic planning and provides leadership for policy development; provides leadership and coordination for improving the organization’s core and support functions, and evaluates the impact that systems improvements have on resident services.  The incumbent is responsible for developing and establishing standards for a secure forensic population.

Requirements

  • Six (6) years of verifiable work experience in progressively responsible roles related to: conducting program evaluation, tracking productivity and outcome measures, or policy development and implementation, curriculum development of evidence-based practices.
  • A bachelor's or master’s degree from an accredited college or university may substitute for work experience.
  • Supervisory experience – At least three or more years of supervisory experience.
  • Knowledge of Florida Statutes, particularly Chapters 393 and 916, as they apply to adult and youthful developmental disabilities and criminal offenders.
  • Knowledge of APD Operating Procedures and policies as they apply to Developmental Disabilities programs and Quality Management and Quality Assurance and Improvement.
  • Knowledge of Public Administration related to APD, Florida Government, related to legislative and executive branches.
  • Knowledge of methods of compiling, organizing and analyzing data, problem solving techniques to improve service delivery throughout the state.
  • Ability to provide technical assistance regarding program and resident issues, communicate effectively verbally and in writing, establish and maintain effective working relationships with others, work on numerous assignments independently and with others, develop short- and long-range goals and objectives.
  • Ability to formulate evaluation methodologies, collect, analyze and evaluate data to ensure continuous improvement and develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of management practices.
  • Ability to plan, organize and coordinate work assignments.
  • Certification in the agency approved crisis prevention and intervention program is required.
  • Incumbent is required to submit to pre-employment TB screening and on an annual on-going basis as prescribed by DDDP.
  • This position may be required to perform essential services before, during, and after an emergency per APD OP 2-0035.
  • This position is critical to the safety and supervision of residents and may require the incumbent to work beyond their normal work schedule to maintain minimum coverage levels in the facility.

Responsibilities

  • Plans, implements, and facilitates a continuous quality management and improvement system for secure forensic residents and staff, including operating procedures, manuals, and standards, that leads to a positive and measurable impact on residential resident services.
  • Conducts internal audits, facilitates corrective action for external audits, administers a record database of all standards, and performs analysis of performance.
  • Coordinates with organizational and Agency performance and quality initiatives to ensure optimal use of resources.
  • Mentors subordinate managers, including recruitment, training, work assignments, performance evaluations, development of career goals, and disciplinary action. Designs appropriate organization-wide quality, performance, and improvement training.
  • Coordinates quality performance and improvement capacity building for all levels of management and employees.
  • Trains and certifies in-house quality performance and improvement trainers for various performance and quality improvement training programs.
  • Designs and implements a recognition program for Quality Performance and Improvement Teams.
  • Increases the quality, performance, and improvement capacity of the organization in order to ensure that organizational and client goals are effectively and efficiently met.
  • Increases the organization’s capacity to evaluate and improve the effectiveness of resident services, practices, partnerships, programs, use of resources, and the impact the systems’ improvements have on resident services.
  • Establishes a continuous quality performance and improvement effort, monitoring and reporting system.
  • Regularly reports the status of performance and quality improvement efforts and impacts.
  • Coordinates and prepares reports for leadership, including resident services, economics, and other impact reviews.
  • Collaborates on the design of the information technology infrastructure required to support quality performance and improvement capacity system.
  • Ensures needed data is collected on a timely basis, regular reports on progress are distributed, and makes recommendations for future improvements based on the data.
  • Searches out the best quality performance and improvement practices and collaborates with other residential facilities to establish best practices systems improvement.
  • Convenes regular meetings, sets agendas, develops and analyzes quality performance and improvement data for organizational leadership and Agency leadership.
  • Represents the Agency in state, regional, and local meetings and conferences, develops legislative proposals and budget issues, provides consultation and technical assistance to Agency staff, as well as other state residential facilities and agencies, other states, and other programs.
