About The Position

LEMOINE is seeking a seller-doer Operations Manager to run and grow a Resiliency service line. Reporting to the Vice President of the business unit, the role is accountable for both service delivery and business development: leading engagements, developing staff, managing project financials, and maintaining an active pipeline of pursuits with government, infrastructure, and private-sector clients. The service line portfolio may include emergency planning, training and exercise programs, hazard mitigation planning, grant administration and compliance, disaster case management, staff augmentation, and program and construction management for mitigation and infrastructure-funded projects. The Operations Manager turns the Vice President’s growth strategy into executed work, repeat clients, and a scalable talent bench. The position is remote, with significant travel to client engagements, project locations, and business development activities. The role requires applying knowledge of the disaster lifecycle and relevant funding programs, monitoring regulatory and market developments, and balancing project delivery with long-term business growth. The Operations Manager leads client relationships and pursuits, oversees operations and financial performance, translates program requirements into compliant project plans, and recruits, develops, and retains staff. This is a Section 3 eligible job opportunity under the Housing and Urban Development Act of 1968; Section 3 residents are encouraged to apply. All qualified applicants will be considered, though not all may receive an interview. The position may close once a satisfactory applicant pool has been identified.
