About The Position

This role serves as an Operations Manager, overseeing various aspects of operations across multiple affiliated companies including HolBrock Estates and Lighthouse. The position involves managing daily operations, ensuring staffing coverage, participating in key meetings, and reporting on facility status. Additionally, the role encompasses responsibilities as a Corporate Supportive Housing Compliance Officer, focusing on identifying and mitigating compliance risks, developing and implementing compliance programs, conducting training, and coordinating audits. The position also includes duties as an Assisted Living Manager for HolBrock Estates, responsible for the safe, compliant, and effective day-to-day operations of residential programs, including staffing, resident care, quality improvement, and regulatory compliance. Furthermore, it involves fulfilling Facility Director responsibilities for Lighthouse Behavioral Health Center Residential Treatment Programs, supporting daily operations, compliance, staff performance, and resident care for ASAM Levels 3.1, 3.3, and 3.5.

Requirements

  • High school diploma/GED required
  • Must meet Maryland Assisted Living Manager requirements, including 80-hour ALM certification
  • 3–5 years of residential care, assisted living, or nursing home leadership experience
  • 2+ years supervisory experience strongly preferred
  • Must pass CJIS criminal background and reference screening
  • Valid driver’s license and reliable transportation
  • Active CPR/First Aid certification
  • Certified Medication Technician
  • Associate’s or Bachelor’s degree in Human Services, Psychology, Public Health, or related field preferred
  • Minimum 3 years of behavioral health, residential care, or treatment program management experience
  • Minimum 1 year of supervisory/leadership experience
  • Must be eligible to serve as Facility Director under Maryland COMAR standards
  • Must pass background and reference checks

Responsibilities

  • Conduct daily shift-change meetings with the oncoming Operations Supervisor and off-going Special Police Officer.
  • Verify scheduled staff coverage at all 24/7 sites and address staffing gaps.
  • Participate in weekly finance, registered nurse collaboration, and COO meetings.
  • Participate in daily operations meetings and coordinate with maintenance.
  • Report facility readiness, compliance status, and operational support needs.
  • Oversee and monitor the Corporate Compliance Program and conduct compliance risk assessments.
  • Report compliance progress, deficiencies, and improvement plans to the CEO and/or Board.
  • Review and update the Compliance Program and Standards of Conduct.
  • Develop and implement staff compliance training.
  • Coordinate internal/external audits, monitoring, investigations, corrective actions, and follow-up reviews.
  • Maintain reporting procedures that allow staff to report suspected fraud or impropriety without retaliation.
  • Review records, maintain compliance communication logs, and document investigations, findings, recommendations, and corrective actions.
  • Analyze service/utilization patterns for irregularities.
  • Conduct interviews, unannounced mock surveys, audits, inspections, and investigations.
  • Present written compliance evaluations to the Compliance Committee, CEO, and/or Board at least annually.
  • Be on-site or on-call to respond to resident, staff, facility, and regulatory needs.
  • Conduct weekly facility walkthroughs and ensure facilities, staff records, and resident records meet required standards.
  • Coordinate corrective needs with maintenance, delegating nurses, property management, HR, Special Police, and other approved providers.
  • Oversee daily operations, staffing, resident services, staff supervision, recruitment, training, and performance.
  • Ensure required employee criminal/background checks and maintain appropriate staffing and training plans.
  • Maintain policies and resident services consistent with COMAR and internal standards.
  • Enforce infection-control and hand-hygiene requirements.
  • Coordinate medical, psychosocial, transportation, appointment, supply, and other resident service needs.
  • Ensure resident service plans and delegating nurse orders are implemented and documented.
  • Complete required OHCQ notifications and resident/representative notifications regarding significant changes, adverse events, unexpected outcomes, and corrective actions.
  • Maintain compliant records and continuous readiness for inspections, surveys, licensing reviews, and audits.
  • Respond to emergencies, behavioral escalations, safety concerns, and facility issues.
  • Monitor quality indicators and implement performance improvement/corrective action plans.
  • Coordinate 24/7 staffing coverage with HR, scheduling, and staffing agencies.
  • Serve as liaison to residents, families, guardians, providers, agencies, and regulators.
  • Support resident onboarding, transitions, interdisciplinary coordination, scheduling, payroll corrections, disciplinary reporting, policies, forms, and process improvements.
  • Maintain confidentiality and trauma-informed, person-centered care.
  • Perform other duties assigned by executive leadership or program directors.
  • Maintain at least 20 on-site hours per week across licensed residential programs as required.
  • Oversee daily operations of ASAM Levels 3.1, 3.3, and 3.5 facilities.
  • Supervise direct-care staff and shift leaders, including coaching and performance management.
  • Monitor weekly Residential Facility Checklist compliance, including safety, cleanliness, documentation, and resident engagement.
  • Support resident intake, discharge, transitions, assessments, transportation, care plans, and individualized service plans.
  • Maintain secure and compliant documentation for licensing, audits, and internal reviews.
  • Support staff onboarding and training in infection control, trauma-informed care, resident rights, and organizational policies.
  • Coordinate with families, guardians, providers, maintenance, vendors, and other departments.
  • Respond to emergencies, behavioral escalations, and urgent facility needs.
  • Participate in audits, licensing inspections, quality reviews, investigations, grievances, and corrective action planning.
  • Identify operational concerns and recommend system improvements.
  • Maintain confidentiality and trauma-informed, person-centered interactions.
