About The Position

The Division of Behavioral Health and Recovery is pleased to announce an opening for an Operations Manager to supervise the Staffing and Control Units for the Alton Mental Health Center. The Alton Mental Center is seeking to hire an energetic and detailed-oriented professional to direct and oversee professional personnel in the Operations and Staffing Units. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires three (3) years of progressively responsible administrative management experience overseeing operations and staffing for a public or private organization.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
  • Requires the ability to work after business hours, weekends and holidays.
  • Requires the ability to utilize office equipment including personal computers.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Nice To Haves

  • Three (3) years of professional experience developing and implementing policies and procedures for a public or private organization.
  • Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
  • Three (3) years of professional experience working with human resources and labor relations rules, regulations and procedures.
  • Three (3) years of professional experience working with labor relation activities, including grievances and contract interpretations, while utilizing ethical practices and procedures.
  • Three (3) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.

Responsibilities

  • Serves as the Operations Manager for the Alton Mental Health Center Staffing and Control Units.
  • Serves as full-line supervisor.
  • In collaboration with the Labor Relations Specialist and Human Resources Director of the facility, manages the pre-disciplinary process for the Nursing division.
  • Serves as the hearing officer for level 1 grievances for the nursing division.
  • Participates in a variety of hospital meetings.
  • Evaluates services by conducting ongoing audits (e.g., performance improvement) of services provided in adherence to established goals and standards.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
