About The Position

The Technology Operations Manager is responsible for assisting in providing strategic and operational management for the planning, coordination, and administration of technology related procurement activities.

Requirements

  • At least 6 years of experience in procurement, sourcing, vendor management, technology purchasing or related field.
  • Experience negotiating technology contracts, software licensing agreements, and service agreements.
  • Strong knowledge of public procurement best practices
  • Excellent analytical, negotiation, and communication skills.
  • Proficiency with procurement, AVM, and Contract management

Nice To Haves

  • Bachelor's degree in Business Administration, Supply Chain Management, Information Technology, Finance, or a related field.
  • Knowledge of best practices in public procurement inclusive of strategic sourcing methods
  • Working knowledge of key technology agreement constructs such as Cloud based, End User License, Maintenance & Subscription agreements
  • Comfortable navigating and effectively using Electronic Procurement and sourcing tools such as AVM
  • Familiarity with authorization guidelines
  • Strong decision-making skills, problem solving
  • Market research and negotiation skills

Responsibilities

  • Lead complex negotiations for enterprise software licenses, cloud agreements, hardware lifecycle management, and telecom agreements;
  • Act as the primary liaison between IT, Legal, CSO, Audit and MBD to ensure all technology acquisitions meet security and compliance standards;
  • Initiate the use of innovative procurement methods to achieve agency goals, including cost savings;
  • Collaborate with client departments throughout agency to assess needs and provide strategic guidance on all aspects of the procurement;
  • Effectively manage multiple assignments simultaneously, ensuring timely completion of all deadlines;
  • Negotiate high-value contracts with major tech vendors (e.g., Microsoft, AWS, Oracle, Salesforce, Google);
  • Manage the pipeline of renewals and contract expirations to prevent service disruptions;
  • Identify process improvement opportunities to increase efficiency, reduce costs, and mitigate procurement risks;
  • Work on cross divisional initiatives under the Emerging Technology and Goods and Services umbrella;
  • Build competency in an assigned secondary procurement category such as commodities and services, and act as a backup resource to ensure operational resilience and continuity of knowledge;
  • Supervise and assist in the coordination of the work of staff in the technology acquisitions division, ensuring tasks are completed accurately and within established timelines. Assist in the monitoring of workloads, and provide guidance to procurement staff as needed;
  • Contribute to ongoing efforts related to ihub initiatives and AI exploration and expansion;
  • Assist in the onboarding of new division staff members
