About The Position

This position Operations Manager-Parking is located in the Operations division of the Nashville Department of Transportation & Multimodal Infrastructure (NDOT) to oversee the day-to-day operations, administration, financial activities, planning, and continuous improvement of the City's municipal parking program. The Operations Manager will play a key leadership role in managing parking facilities, parking meters, collections, operational program policies and procedures, maintenance coordination, public inquiries, and regulatory compliance. The position will conduct and oversee parking and traffic studies, analyze operational data, prepare reports and recommendations, and serve as a liaison between NDOT, the Traffic and Parking Commission, Metro Council, City staff, and the public. The Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up, and the Nashville Department of Transportation employees are up for the challenge.

Requirements

  • Bachelor's Degree from an accredited college or university and eight (8 )years of increasingly responsible experience involving inspection, investigative, or compliance experience in support of a regulatory program or service, including four (4) years of related management experience.
  • OR High School Diploma and twelve (12) years of increasingly responsible experience involving inspection, investigative, or compliance experience in support of a regulatory program or service, including four (4) years of related management experience.
  • Valid Driver License

  • All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Responsibilities

  • Reviews parking studies, surveys, and research or translate findings into actionable reports.
  • Oversees operational practices and recommend improvements to parking policies, programs, procedures, and services.
  • Prepares and presents various reports for the Division Manager, Traffic and Parking Commission, and Council.
  • Prepares written documentation of inspections, equipment defects and/or other operational problems.
  • Coordinates with internal staff and external partners regarding ongoing maintenance requirements for municipal parking structures, parking meters, equipment, and related inventory.
  • Ensures parking operations are conducted in accordance with applicable laws, regulations, Metro policies, departmental procedures, and established financial and operational controls.
  • Conducts initial review of complaints and resolves those within delegated authority.
  • Promotes a professional, customer-focused, accountable, and service-oriented approach to municipal parking operations.
  • Serves as a primary liaison between NDOT and the Traffic and Parking Commission, coordinating information, reports, recommendations, and follow-up activities.
  • Identifies opportunities to improve efficiency, customer service, utilization, revenue performance, and overall program effectiveness.
  • Monitors changes in legislation, regulations, industry standards, and municipal parking practices and recommend appropriate operational or policy changes.
  • Oversees parking meter collections, garage attendant and valet collections, including accounting and reconciliation of receipts.
  • Develops agenda items and/or takes and distributes minutes of meetings.
  • Manages the Division's annual budget.
  • Attends the Traffic and Parking Commission meetings and related public.
