About The Position

Mettle Ops is seeking an Operations Manager II to join our team in support of the Environmental Protection Branch (Branch 1023) at Naval Surface Warfare Center (NSWC) Crane. This individual will provide day-to-day operational oversight of our environmental compliance support team embedded within Infrastructure Division 102 at NSWC Crane. This is a full-time, on-site position contingent upon award.

Requirements

  • Bachelor's degree in a relevant field
  • Minimum 3 years of experience in operations management, including direct supervision of technical personnel in a Government contracting or environmental services environment
  • Demonstrated ability to manage cost-reimbursement contract performance, track labor hours, and interface with Government oversight personnel
  • U.S. citizenship and ability to obtain a Secret clearance

Nice To Haves

  • Prior experience managing teams on DoD environmental support contracts, particularly at a Navy warfare center or similar installation
  • Familiarity with eCRAFT reporting, WAWF invoicing, and CPARS performance management
  • Knowledge of Service Contract Act compliance and DCAA-compliant timekeeping
  • Experience at or familiarity with NSWC Crane operations

Responsibilities

  • Manage the operational cadence of our on-site support team, serving as the primary point of interface between Mettle Ops program leadership and the Government's Environmental Program Office.
  • Oversee daily task execution and work distribution across multiple environmental program areas including Clean Air, NPDES, Industrial Stormwater, Hazardous Waste, and NEPA.
  • Monitor contract labor hours and expenditures to ensure adherence to the Government's eCRAFT reporting requirements.
  • Oversee preparation of the monthly Contract Status Report (CDRL).
  • Manage subcontractor coordination with Paragon Force personnel on-site.
  • Ensure all deliverables are submitted on time and meet the quality standards outlined in the QASP.
  • Support workforce planning, new employee onboarding, safety compliance, and personnel training documentation.
  • Communicate with both Government COR and PCO personnel.
  • Identify and report emerging risks or performance concerns proactively.
