This position is accountable for providing leadership, operational oversight, and strategic direction for Orion's Diving Operations based in Tampa, Florida. The Operations Manager will partner closely with the Director of Diving Operations, Project Managers, Superintendents, Estimators, and Business Development teams to successfully execute commercial diving and marine construction projects throughout the region. The incumbent is responsible for overseeing operational planning, resource allocation, procurement, logistics, personnel development, regulatory compliance, customer relationships, and continuous improvement initiatives while ensuring projects are executed safely, efficiently, on schedule, and within budget. This position also supports business development, estimating, and strategic planning efforts to expand Orion's diving capabilities and market presence. The incumbent must support the guiding beliefs and core values of Orion, which are centered on Safety, Quality, Delivery, and Teamwork, most importantly, with each built upon the all-important foundation of Integrity.

Requirements

  • High School Diploma or GED required.
  • Minimum fifteen (15) years of commercial diving and marine construction experience.
  • Minimum five (5) years of progressive operational management or supervisory experience leading commercial diving operations.
  • Demonstrated success managing multiple concurrent marine construction or diving projects.
  • Graduate from an accredited commercial diving school.
  • Valid U.S. Driver's License required.
  • Extensive knowledge of commercial diving operations and marine construction.
  • Thorough understanding of OSHA, USCG, ADCI, and applicable regulatory requirements.
  • Strong leadership and team development skills.
  • Excellent organizational and project management abilities.
  • Strong verbal and written communication skills.
  • Ability to manage multiple projects simultaneously while maintaining attention to detail.
  • Strong problem-solving and decision-making capabilities.
  • Proficient with Microsoft Office Suite and standard project management software.
  • Ability to build productive working relationships with customers, vendors, and internal teams.

Nice To Haves

  • Associate's or Bachelor's degree in Construction Management, Business Management, Engineering, Marine Transportation, or a related field preferred.
  • Experience supporting estimating, project planning, procurement, logistics, and operational budgeting preferred.
  • Current or previous ADCI certification preferred.
  • Current CPR, First Aid, and Oxygen Administration certifications preferred.
  • OSHA 30-Hour Construction certification preferred.
  • Valid TWIC Card preferred.

Responsibilities

  • Provides overall operational leadership for Orion's commercial diving operations throughout the Southeast Region.
  • Works closely with the Director of Diving Operations to develop operational strategies, annual business objectives, and long-range planning initiatives.
  • Partners with Project Managers, Superintendents, and Dive Supervisors to successfully mobilize and execute commercial diving and marine construction projects.
  • Reviews project schedules, staffing requirements, equipment needs, and logistics to ensure successful project execution.
  • Provides operational guidance regarding productivity, scheduling, quality, cost control, resource utilization, and customer satisfaction.
  • Coordinates procurement of materials, subcontractors, rental equipment, and specialized diving services.
  • Oversees equipment mobilization, transportation, loading, unloading, and staging for dive vessels, barges, and project sites.
  • Reviews and interprets engineering drawings, technical specifications, and contract documents to support field operations.
  • Monitors project performance and implements corrective actions to improve efficiency and profitability.
  • Participates in project planning meetings, estimating reviews, and operational forecasting.
  • Supports Business Development efforts by assisting with client meetings, presentations, and operational planning.
  • Provides operational input during estimating and proposal development.
  • Assists with budgeting, estimating labor requirements, equipment utilization, and production planning.
  • Identifies opportunities to improve operational efficiency and expand diving services.
  • Maintains strong relationships with clients, subcontractors, vendors, and industry partners.
  • Promotes Orion's safety culture throughout all diving operations.
  • Ensures compliance with the Orion Diving Safe Practices Manual, OSHA regulations, USCG requirements, ADCI Consensus Standards, and all applicable federal, state, and local regulations.
  • Works with Dive Supervisors to ensure all diving operations are properly planned, documented, and safely executed.
  • Verifies all diving equipment is properly inspected, tested, maintained, and documented.
  • Ensures Emergency Response Plans are developed and maintained for each project.
  • Confirms availability of recompression chamber information, emergency medical transportation, evacuation procedures, and emergency contact information.
  • Participates in incident investigations, root cause analyses, and corrective action implementation.
  • Supports environmental compliance initiatives and Company sustainability programs.
  • Conducts periodic field visits to monitor safety performance and operational effectiveness.
  • Provides leadership, mentoring, coaching, and professional development for Dive Superintendents, Dive Supervisors, Divers, and Dive Tenders.
  • Assists with recruiting, interviewing, hiring, onboarding, and workforce planning.
  • Coordinates required regulatory and Company training programs including: First Aid, CPR, Oxygen Administration, OSHA Training, ADCI Compliance, Emergency Response.
  • Evaluates employee performance and recommends promotions, corrective actions, and career development opportunities.
  • Promotes teamwork, accountability, continuous improvement, and employee engagement.
  • Serves as the primary operational liaison with customers, project owners, engineers, consultants, and regulatory agencies.
  • Maintains strong customer relationships throughout project execution.
  • Resolves operational issues while maintaining a high level of customer satisfaction.
  • Supports project closeout activities and post-project evaluations.
  • Assists with operational budgeting and forecasting.
  • Monitors equipment utilization and labor productivity.
  • Reviews project costs and identifies opportunities for cost savings.
  • Supports continuous improvement initiatives designed to increase operational efficiency and profitability.
  • Provides regular operational updates and performance reporting to senior leadership.
  • Performs additional duties as assigned by the Director of Diving Operations.
  • Represents Orion professionally while maintaining the Company's reputation for excellence in marine construction and commercial diving services.
