About The Position

The Operations Director is responsible for overseeing various aspects of the River City Correctional Center's operations, including financial management, inventory control, strategic planning, and supervision of key departments. This role requires a strong understanding of business and public administration, financial analysis, and personnel management. The position involves significant interaction with internal staff, external agencies, and adherence to county and state guidelines, as well as ODRC and ACA standards.

Requirements

  • Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed.
  • A graduate degree from an accredited college or university with emphasis in business or public administration with a minimum of three (3) years’ experience preferred OR a Bachelor’s degree in accounting, finance, administration or related field with a minimum of (5) years accounting experience required.
  • Knowledge of automated accounting systems.
  • Knowledge of computers excel spreadsheets, word processing and accounting functions.
  • Knowledge of Paycor payroll system.
  • Ability to analyze and interpret financial data.
  • Ability to design and prepare financial reports.
  • Ability to handle contracts with public and private agencies.
  • Ability to administer and supervise.
  • Ability to delegate authority.
  • Ability to work under stressful and demanding conditions.
  • Skill in oral and written communication.
  • Ability to develop manageable budgets.
  • Ability to add, subtract, multiply and divide.

  • Possession of a valid Ohio Operator’s Permit.

Responsibilities

  • Review facility purchases and business transactions.
  • Approve vendors and open accounts with vendors.
  • Monitor expenditures.
  • Manage inventory system for all fixed assets, supplies, equipment, and furnishings.
  • Assist Executive Director and other facility managers in strategic planning.
  • Attend staff meetings and other related meetings.
  • Analyze and interpret financial data.
  • Design and prepare financial reports.
  • Handle contracts with public and private agencies.
  • Work closely with Administrative Services and other county departments.
  • Supervise, train, and direct Account Clerks and Management Information Specialist (MIS).
  • Respond timely and compassionately to employee questions.
  • Assist the Executive Director in the development of the annual budget.
  • Work with Executive Director in negotiating for budget funding with the Ohio Department of Rehabilitation and Correction.
  • Oversee the preparation of monthly, quarterly, and yearly budget reports, and any other fiscal reports.
  • Review all financial transactions of the River City Correctional Center.
  • Notify Executive Director of all budgetary discrepancies.
  • Assist in the coordination of the accreditation process and updating the policy and procedure manual.
  • Maintain strict confidentiality.
  • Develop and maintain good written and verbal communication with the Ohio Department of Rehabilitation and Correction, other Community Based Correctional Facilities, and any other city, county, or state departments involved with the facility.
  • Be subject to being called to work at any time due to emergency situations and/or coverage needs.
  • Supervise food service manager to ensure cost effective quality meals and scheduling are performed.
  • Manage food inventory to meet critical needs while preventing waste.
  • Supervise Maintenance Superintendent, approve purchases, follow up on work orders and ensure facility is in excellent working and sanitary condition.
  • Supervise Nursing Department to ensure proper scheduling and services.
  • Oversee the office supply disbursement system.
  • Ensure sufficient supplies are ordered and maintained.
  • Read and prepare reports with recommendations.
