Summary of Duties The Developmental Disabilities (ODDS) Program with approximately 1,000 staff via the State of Oregon and contracts. The program’s major responsibilities include establishing policies and programs which provide services for individuals with intellectual and developmental disabilities (I/DD) and protecting them from abuse. The ODDS program defines and develops programs for the administration of services; proposes legislation and sets standards of practice and expectations by development of administrative rules and policy. The program staff works with relatives, community care providers, support service brokerages, county community developmental disabilities programs, medical providers and others to ensure every Oregonian with an intellectual and/or developmental disability has a stable, safe and nurturing home while living as independently as possible. As an Operations Data Analyst, you will: Use your analytical and creative skills to provide reports and detailed data and fiscal analysis on an ongoing basis. You will gather raw data, analyze the data, and incorporate it into an appropriate user-friendly format. You will use your understanding of the program intricacies; the funding associated to these programs and the systems they run to provide quality data analysis and make recommendations. This includes programs and services in the following areas: Medicaid Waivered services, In-Home Services, Community and Facility based services, employment services, and all services delivered through state, county, and brokerage staff. You will need to maintain close connections to I/DD Licensing, contracted programs serving individuals with developmental disabilities, as well as OTIS (Office of Training, Investigations and Safety) as they will be responsible for coordination of data that these two shared services provide on behalf of the individuals we serve. This includes: Developing data points and reports that will assist in identifying fiscal, systemic drivers and community barriers to effective delivery of services in the state. This crucial data may facilitate work with county, contracted and brokerage staff to identify policy and program improvements needed to support service delivery. Collaborating and understanding of the eXPRS System team (OIS (Office of Information Services), DDBSU (ODDS Business Supports Unit) and ORRAI (Office of Reporting, Research, Analytics and Implementation)), accounting, budget and policy teams and their roles. Managing several databases that must be maintained for audit compliance. These are actively increasing databases that will continue to be moved into the data warehouse. Working with our ORRAI representative and being in charge of coordinating the move of the data, as well as ORRAI to build and implement different surveys to our contractors to establish data needed in ODDS reporting to the legislature.
