About The Position

The Operations and Technical Advisor for the Louisiana APEX Accelerator (LA APEX) is responsible for the daily administration and operations of the LA APEX headquarters located at the University of Louisiana at Lafayette LITE Center. This role coordinates office operations, manages travel arrangements, oversees inventory control, and serves as the primary point of contact for LA APEX while supporting technical assistance to Louisiana businesses seeking government contracting opportunities. This position reports to the LA APEX Program Manager. The duties outlined below are considered essential functions of the position. They are fundamental job responsibilities that the employee must be able to perform, with or without reasonable accommodation, in order to meet the requirements of the role. This information will be used to determine which functions are essential or re-assignable consistent with the Americans with Disabilities Act (ADA). Such a determination requires appropriate management approval.

Requirements

  • Bachelor’s degree in business, public administration, or a related field is required.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to interpret and apply government contracting requirements.
  • Excellent communication and customer service skills.
  • Proficiency in Microsoft Office and database systems.
  • Effective time management skills and the ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • High level of discretion and professionalism when handling sensitive information.
  • Technical aptitude to quickly learn new systems and platforms related to federal contracting

Nice To Haves

  • Knowledge of federal registration systems (e.g., SAM) preferred.
  • Experience working with government contracting programs or APEX Accelerator/PTAC services.
  • Familiarity with federal procurement systems and compliance requirements.
  • Experience assisting small businesses with certifications (e.g., SBA programs, DBE).
  • Prior experience in higher education, public sector, or economic development environments.
  • Experience managing data reporting, surveys, or performance metrics for grant-funded programs.
  • Strong attention to detail and ability to interpret complex regulations.

Responsibilities

  • Performs all assigned duties in compliance with internal University procedures and external regulations (Federal, State and Local).
  • Demonstrates respect for all constituents through effective problem solving, the timely communication of key information, collaborative teamwork, and support of a culture of respect and inclusion.
  • Manage daily office operations including supplies, inventory tracking, and administrative coordination.
  • Coordinate travel arrangements for LA APEX staff in accordance with University policies.
  • Provide phone coverage and monitor and process the Department of Defense (DoD) alias email account.
  • Support special projects and initiatives as directed by the LA APEX Program Manager.
  • Serve as an intake counselor for LA APEX clients and Louisiana businesses.
  • Assist clients with federal registration requirements, including the System for Award Management (SAM). Escalate SAM-related help tickets as needed.
  • Provide technical assistance related to government contracting within assigned S282 territory.
  • Assist clients with state and federal certification processes.
  • Administer client and contract award surveys.
  • Compile semi-annual survey data.
  • Collaborate with the Program Manager to ensure timely submission of required state and federal reports.
  • Meet client counseling hour goals.
  • Complete a minimum of 40 hours of professional development annually in accordance with DoD cooperative agreement requirements.
