The purpose of this job is to plan, direct, monitor and supervise the construction, renovation, operation, and maintenance of the Dorchester County Water and Sewer Department. This position works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Duties include planning, organizing, and directing all programs and activities associated with the construction, renovation, maintenance, administration, and operation of County water and wastewater facilities and systems, ensuring compliance with applicable federal, state, and local laws and regulations. The role also involves overseeing the daily operation of assigned wells and pump stations, supervising assigned staff, analyzing department schedules and workloads, providing direct assistance to the Director of Water and Sewer, County Administrator, and County Council, and assisting in the development and administration of departmental budgets. Additionally, the position involves developing and implementing department policies and procedures, negotiating and administering construction and renovation contracts, overseeing and participating in the operation of the SCADA system, analyzing and interpreting operational or technical problems, planning and executing emergency utility operations, and coordinating department activities with other entities. The role also includes responding to customer inquiries, participating in public relations efforts, performing general administrative/clerical work, and attending meetings and training to maintain knowledge of current legislation, trends, and technology.
