About The Position

This is a STATE PERSONNEL SYSTEM OPPORTUNITY--ONLY CURRENT STATE PERSONNEL SYSTEM EMPLOYEES WILL BE CONSIDERED. The Florida Department of Agriculture and Consumer Services, Division of Licensing, is seeking an Operations Analyst II. This position participates in quality assurance assessments, identifies areas for improvement, assists with report preparation, conducts management studies, and formulates recommendations to solve problems. The role requires independent work and the ability to apply rules, regulations, policies, and procedures related to management analysis.

Requirements

  • A high school diploma or its equivalent and six (6) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work; OR A bachelor’s degree (4 years) from an accredited college or university and two (2) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work; OR A master’s degree (6 years) from an accredited college or university can substitute for one (1) year of the required experience.

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other materials.

Responsibilities

  • Participates in routine and non-routine quality assurance assessments on processing and program areas within the Division of Licensing.
  • Submits documentation of files assessed to Government Analyst I/team lead for assessment within assigned timeframe.
  • Identifies areas of potential improvement and confers with team members, team lead, and potentially supervisor to make recommendations for additional assessments.
  • Assists Government Analyst I/team lead with preparing reports and exhibits to document analysis of assessment findings and recommendations.
  • Performs highly independent work in conducting major complex management studies and makes conclusive recommendations.
  • Assists line supervisors in the installation of quality assurance techniques as assigned.
  • Formulates recommendations to solve problems and prepares reports of findings.
  • Recommends studies and analysis procedures and establishes priorities and methodology to be employed.
  • Performs other special duties, assignments and related work as needed/directed.
