About The Position

The State of Georgia is seeking an Open Records Analyst 1 for the Department of Public Safety's Legal Services Division in Atlanta. This role is responsible for processing and responding to Open Records Act requests for Department records, with a primary focus on high-volume requests for citations, incident reports, crash reports, and related law-enforcement records. The analyst will determine responsive records, retrieve them from Department systems, review them for exempt information, apply necessary redactions, communicate with requesters, and produce records within legal deadlines. The position may also assist with other open-records requests as assigned.

Requirements

  • Associate degree from an accredited college or university and two (2) years of job-related experience; or three (3) years of job-related experience.

Responsibilities

  • Maintain a working knowledge of the Georgia Open Records Act and related Department training.
  • Maintain knowledge of Department divisions, programs, records systems, report types, and records custodians to identify and obtain responsive records.
  • Evaluate new requests to determine what Department records are being requested, identify the appropriate source or system, and contact personnel as necessary.
  • Maintain appropriate communication with the requester throughout the request process, seeking clarification when needed.
  • Assess the scope and volume of records, ensuring responses comply with the Georgia Open Records Act within statutory timeframes. Prepare production timeframes and estimated costs when applicable.
  • Utilize proprietary Department computer systems and databases to search for, retrieve, and download records, ensuring responsiveness, accuracy, and completeness.
  • Review responsive records to determine releasability based on state and federal confidentiality requirements, statutory exemptions, and Department policies. Withhold exempt records and escalate complex issues.
  • Apply required redactions to responsive and releasable records based on established guidelines. Escalate complex or legally uncertain issues.
  • Make available responsive and releasable records, providing legal authority for withheld records and redactions.
  • Maintain accurate electronic tracking for each request, logging communications, actions, records produced, and responses.
  • Provide quality customer service, offering accurate and timely information.
  • Perform other Unit-related duties as assigned.
