About The Position

The Office Engineer is a critical member of the construction management team and uses his/her technical expertise to support submittal and Request for Information (RFI) management and review of payment applications, change orders, contractor work plans, and shutdown requests, among other documents. His/her work involves interpreting plans and specifications, evaluating technical data, and developing status reports, among other tasks. The Office Engineer performs work under the supervision of a Construction Manager or Owner’s Advisor. This role requires a minimum of 3-days onsite at Client office, Washington DC, 20032.

Requirements

  • Bachelor of Science degree in engineering from a school with an ABET accredited program
  • Five (5) years of experience on multi-discipline construction projects.
  • Proficiency with contract management software; experience with Oracle Primavera Unifier preferred
  • Strong proficiency in MS Office Suite products, including Excel, Word, PowerPoint, and Outlook.
  • Knowledge of wastewater facility design and construction
  • Knowledge of local, state, and federal building codes, water/wastewater industry standards, construction principles, techniques, procedures, and materials.
  • Ability to read and comprehend construction plans, specifications, shop drawings, technical submittals, and other documents associated with design and construction projects.
  • Excellent communication and interpersonal skills, both verbal and written, with the ability to effectively interface with client staff.
  • Detail-oriented with strong analytical, problem-solving and time management abilities.
  • Ability to be an independent thinker capable of solving problems within a team environment by analyzing technical issues, applying underlying principles, streamlining workflows, and delivering value added solutions.
  • Candidates are subject to review and approval by DC Water in accordance with our contract.

Responsibilities

  • Helps the Construction Manager or Owner’s Advisor plan, organize, and implement effective processes for management of construction documents, including correspondence, submittals, Requests for Information (RFI), field directives, proposed change orders, payment applications, contractor work plans, shutdown requests, etc.
  • Serves as the Submittal/RFI Coordinator in the electronic project management information system.
  • Reviews submittals and RFIs for general compliance with contract requirements (per agreements, drawings, and specifications) prior to distribution to technical reviewers.
  • Tracks and prepares reports on submittal and RFI review status.
  • Interprets drawings, plans, specifications, and technical data.
  • Participates in various construction meetings and records of minutes and action items (e.g., progress meetings, schedule review meetings, etc.).
  • Provides support during project closeout.
  • Various ad-hoc tasks such as construction, technical research and project document review.
  • Work may include other duties and responsibilities, as assigned.
